Electricity and revenue generation continue to meet or exceed targets. Resettlement of 6,300 Project Affected People was completed by 2009. All but 3 percent of resettlers have met the household income target (data as of 2013). Overall project implementation is currently addressing four key areas: The Revenue Management Program covers the channeling of NT2 revenues to finance priority poverty reduction and environmental management activities. Audits confirm that all NT2 revenues have been received by the Treasury and a significant proportion has been allocated to eligible sectors and programs. The World Bank continues to work with the Government of Lao PDR to confirm revenue allocations to eligible programs as called for under the Development Grant Agreement and public disclosure of requried reports. Resettlement on the Nakai Plateau. The NT2 project has delivered significant achievements, including: housing, health and education benefits for the NT2 resettlers on the Nakai Plateau; new infrastructure (including 270 km of new or upgraded roads and 17 primary schools); and financial and technical support to take advantage of new livelihood opportunities. About 97 percent of households have met the household income targets. The remaining 3 percent currently receive support from the project. Additional measures are being instituted: (i) socio-economically vulnerable households will receive social safety net support from the Nam Theun 2 Power Company (NTPC), to continue through to the end of the Concession Period in 2035; and (ii) poor households living below the household income target or are at risk of slipping below the target will receive healthcare, education and additional special programs dedicated to building sustainable livelihoods on a case-by-case basis. Concerns remain about the sustainability of livelihoods on the Plateau. The independent Environmental and Social Panel of Experts (POE) recommended a two-year extension of the Resettlement Implementation Period (RIP) to the end of 2017, primarily based on sustainability concerns. The extension has been agreed among the involved parties.The Government of Lao PDR convened a Joint Working Group with NTPC and the participating international financial institutions (IFIs) to develop a Consolidated Action Plan for the Nakai Plateau. This Plan will cover the five livelihood pillars noted in the Concession Agreement (Agriculture and livestock, Forestry, Fisheries, and Off-Farm incomes), as well as specific cross-cutting issues of poor/vulnerable populations, ethnic minorities and gender. The Plan will include actions required to close the RIP, as well as actions needed to support longer-term development. The process has engaged the POE, the Lenders Technical Adviser (LTA), local government, and villagers. The Downstream Areas. The Downstream Program (DSP), which addresses the restoration of livelihoods for the people living in the Downstream Areas, was handed over from NTPC to the Government of Lao PDR at the end of December 2012, after NTPC had met its obligations. The DSP Resettlement Implementation Period was closed in 2014 by the Resettlement Committee, following their declaration that livelihoods of the Project Affected People in the Downstream Areas had been restored. However, available data does not unambiguously support this conclusion. A World Bank review of livelihoods for those living along the Xe Bang Fai River is underway, which includes a review of fisheries data (on fish stock and fish catch), village livelihoods, existence/extent of negative impacts, and the possible need for further actions. The NT2 Watershed Area and the Watershed Management and Protection Authority (WMPA). The NT2 Watershed, including the Nakai-Nam Theun National Protected Area (NNT-NPA), is the environmental offset for the NT2 hydropower project. Patrolling efforts by the WMPA, which is also responsible for management of the NNT-NPA, have improved over the past year, but pressures on wildlife and high-value timber persist. Efforts are underway to reform and restructure the WMPA, including new management, a new organizational structure, new recruitment for all staff positions, and design of a new protected area planning, administrative and fiduciary system.
