The performance of the project is assessed as moderately satisfactory because the project implementation has been affected by political tensions in Sudan. Specifically, the implementation of the project objectives has been affected by several developments. First, a new project coordinator and TTL started in March 2019. Second, there was a cessation of the flow of funds due to the project account being moved from the Bank of Khartoum to the Central Bank of Sudan. Finally, on April 11, 2019, the World Bank suspended activities in Sudan in accordance with World Bank policy and procedures, OP/BP 7.30. OP/BP 7.30 provides that no withdrawal requests are authorized for payment in the event of a "de facto" government situation. This announcement was underpinned by the suspension of the constitution of Sudan following the removal of former President Al-Bashir as well as the dissolution of the government and parliament. The suspension of activities lasted for 5 months. Notwithstanding these challenges, there have been notable successes in several areas. In the area of public investment management, monitoring and evaluation units were established at the state ministries of finance in the four piloted states and workshops and trainings were conducted to build staff capacity. Participants from the four states were trained on government procurement and IT equipment and procurement guidelines were provided to the federal procurement directorate general MOFEP.
