In addition MoEF through CPCB has prepared remediation plans for eight hazardous waste contaminated sites. Overall 23 remediation plans have been prepared both the four project implementing agencies. While the plans have been prepared by the consultants, as part of the scope of consultants work, the implementing agencies team were provided hands on training in the preparation of remediation plans, including lab analysis of various samples. Two remediation plans have been implemented by Andhra and West Bengal and one remediation plans has been partially implemented by Telangana. As part of the implementation of remediation plans, post remediation monitoring plans have been developed, necessary systems have been established. To carry out the monitoring necessary laboratory infrastructure and training has been provided. The monitoring work will be initiated from June, 2018. In addition, the project has constituted a 'Technical Committee' to prepare for 'Rules for the Remediation of Polluted Sites'. A draft of these rules have been recommended for the approval of the competent authority in the ministry. This particular step goes beyond original target of developing a framework for remediation. Regarding capacity building, the project has strengthened the laboratories of Andhra Pradesh, Telangana and West Bengal. These agencies now monitor 76 parameters, as against earliest capacity of 26 parameters. As part of the laboratory capacity building, all scientists (beyond the staff working in the main lab) were provided with hands on training on the use and operation of newly procured 14 equipment through the project. In addition, the project has also organized a two week international exposure visit to US on remediation, six technical training programs on remediation methodologies and techniques, solid waste management, environmental compliance and industry specific programs. By completing 80 percent remediation activities at the two dump sites, the project has partially achieved two indicators on closure of dump sites and direct project beneficiaries around these two sites. Regarding component 1 indicators, three specific studies on inventory of polluted sites, methodologies and guide lines for remediation and policy options for remediation were carried out. A specific software (Geo-Environ) on inventory of polluted sites has been developed and the Hazardous waste cell of MoEF has been trained to use and update this inventory. In addition all the guide line documents have been shared with state pollution control boards for reference. Specific rules for the remediation of polluted sites have also been developed and submitted for the approval of the competent authority in the ministry. Laboratory capacity of all the three states has been strengthened to analyze 76 parameters. Telangana and West Bengal have shared specific reports in terms of enhanced monitoring and analysis work that has been carried out. In addition, these agencies are now providing analytical service to external agencies, which is a clear benefit to the sector. The results for component 2 while one indicator on preparation of remediation plans has been achieved, the two indicators are partially achieved, as only 80 percent of remediation works are completed. However, considering the final stage of works, the results for the other two indicators are expected to be achieved by June 30, 2018.
