Submarine Cable System: This component is completed. The Tui Samoa cable was ready for service (RFS) in February 2018 and has been operating since that time. Additional spurs to Wallis & Futuna and Savusavu (Fiji) are also now in service. Operators are reporting significant increase in the volume of data usage. Operators are now offering new data plans and prices typically with increased data. 2. Regulatory technical assistance. OOTR continues with implementation of its business plan, including building its capacity in emerging regulatory issues. OOTR has completed its nationwide consumer survey which is recommended to publish on its web site and regularly update the results of analyses of the ICT sector. 3. Project Savings. Following Government request and negotiation with the Bank, the project has been restructured with associated new Legal Agreements. The Government is now applying the IDA Project savings for digital ID implementation and associated activities under the restructured project. The implementing entity for this new component is the Samoa Bureau of Statistics (SBS) which has the institutional mandate for ID implementation as well as for civil registration. MOF has prepared a revised procurement plan and budget. The restructured project accommodates variations to the project and includes a new component 4 for digital ID implementation and associated activities. The restructured project is now effective. 4. New Component 4. The new Component 4 is supporting the Government in three interrelated key areas: (a) digital legislation, (b) digital Government platform options assessment and high-level design, and (c) digital ID program design and implementation,. The Government is currently procuring consultants for legal advisory assistance under 4 (a) and (b) and technical/design consultants for digital ID and civil registration systems, and for communications advisory assistance under 4(c).
