The Project is on track to meet its development objective. Available data on outcome indicators indicate: (a) an improvement in the pupil:textbook ratio (which decreased from 12:1 to 4:1); (b) an increase in the number of recruited contracted teachers to 5,898 teachers. Of the teachers recruited, 85% of them were posted in priority zones and rural areas (against a target of 80%), and 52% of them are females (against a target of 45%). An evaluation of student learning achievement has been completed for Grades 2, 4 and 6 in the French language, English Language (early grade reading assessment - EGRA) and Mathematics (early grade math assessment - EGMA). Substantial efforts have been made toward establishing regular assessments of student learning achievement. The project has reached 3,417,983, about 98% of targeted beneficiaries, and is likely to surpass the target by project-end. The targeted proportion of 46% female beneficiaries was also met. Training targets for number of teachers, inspectors, directors of teacher institutes (ENIEG) were exceeded. Three out of four targeted studies related to knowledge and capacity-building were completed. 2. Project implementation has picked up substantially since the follow-up mission in July 2017, with the completion of contracting of parent- teachers and textbooks provision for Academic Year 2016/17. A pupil learning assessment in primary Grades 1-3 in English and in Mathematics was undertaken. Renewed efforts were made in activities related to establishing/strengthening the Educational Management Information System (EMIS), institutional capacity-building and studies. In addition, project activities contributed to ongoing efforts by the Government toward initiatives on textbook policy reform.
