The project was formally launched by the Prime Minister of St. Kitts and Nevis in the presence of key stakeholders of the project on July 10, 2013. The Project implementation structure has been put in place Page 1 of 3 The World Bank Report No: ISR13309 by formalizing the supervisory role of the Committee of Permanent Secretaries chaired by the Head of the Public Service, the PS of Foreign Affairs, and assigning project management and fiduciary responsibilities to officials in the Ministry of Sustainable Development. Following the approval of the Procurement Plan, the Department of the Human Resource Management developed two sets of Terms of References for (i) implementation of Payroll Audit and (ii) conducting Functional Reviews in selected (four) ministries. The Ministry of Sustainable Development, responsible for project implementation, requested Bank's support for publishing Requests for Expression of Interest to initiate the procurement Public Disclosure Copy process (using the QCBS procurement method) for the two activities, which was done on January 9, 2014. The contracting of consultancy services is expected in June 2014, following the two-step selection process. The Bank team, including the TL and Financial Specialist, visited St. Kitts in July to attend the launch event, discuss implementation arrangements, provide advice on project financial management and auditing issues, and discuss the technical aspects of the two key activities aimed at strengthening payroll management, aligning the staffing of the government entities (Ministries) with major statutory responsibilities and strategic priorities of the government.
