No II. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The Project has overcome its delayed start and now is fully operational with all three Project Implementation Units (PIUs) and one PCU in place. It was approved by the World Bank in June 2016 and became effective in May 2017. The three implementing agencies have revised their implementation plans to benchmark targets for priority activities and the PDO remains achievable. The Department of Agricultural Extension (DAE) has established agromet committees at the Upazila, District and National levels, which are now functioning and identified 30,000 lead farmers for the dissemination of climate and weather services. Deployment of tablets, display boards and other dissemination material is underway. The Bangladesh Water Development Board (BWDB) and the Bangladesh Meteorological Department (BMD) are advancing the procurement of equipment and systems to improve their capacity for observation, forecasting, analysis and communication. BMD and BWDB are in advanced stages of procuring their main technical assistance consultancies i.e. systems integrators and in the process of procuring major goods packages including hydrological and morphological systems, hydrogen gas generators etc. Sustained efforts are still needed by both these agencies to counter challenges related to contract management, management of evaluation processes, site identification, completion of Memoranda of Understanding (MOUs) and other approvals processes to ensure that the critical procurement packages are completed in the planned timeframe. During implementation, inconsistences were noted between the Financing Agreement and the Project Appraisal Document/Procurement Plans - even though it was intended to include Civil works under component A, B and C, as reflected in the appraisal stage Procurement plans, it was noted that Civil Works was not included in the list of eligible expenses in the withdrawal schedule in the Financing Agreement and Project Appraisal Document. The Financing Agreement is now amended to include Civil Works as an eligible category of expense. The original PAD makes note of several activities that both implicitly and explicitly note the need for works. To further clarify, the planned works activities include, though are not limited to the following as the PAD does not include an exhaustive list of all inputs which are part of the activities described in it: 1) In Component A, implemented by the Bangladesh Meteorological Department (BMD), the refurbishment and/or vertical expansion of meteorological offices in Dhaka and divisional centers; 2) In Component B, implemented by the Bangladesh Water Development Board, the refurbishment of hydrology offices in Dhaka and divisional centers, installation of new ground water wells, refurbishment or development of space for a hydrology lab and training center and establishment of benchmarking pillars; and 3) In Component C, the refurbishment of service delivery locations and offices in Dhaka and in selected districts and setting up of a VC/Communications room at HQ for agrometeorological service delivery.
