Overall, the implementation progress is considered to be moderately unsatisfactory despite the encouraging progress made since June 2019. This is mainly due to delays in the bidding processes for Components 2 (Rural Electrification through Service-based Solar Hybrid Mini-grids) and 3 (Solar PV Hybridization of Isolated Thermal Mini-grids and Expansion of Access). The progress towards achieving the project development objective is considered to be moderately satisfactory. Market Development of Stand-alone Solar Systems. The Line of Credit is operational and the participating financing institutions were able to disburse 275 M FCFA to date with new loan requests being analyzed. The communication campaign has been launched and is expected to increase the demand for the high-quality solar kits through better population awareness. Technical Assistance is being provided to both participating financial institutions and participating firms. The Bank team will continue to monitor closely the support activities such as TA to financial institutions, the communication campaign and more targeted support to solar companies. Component 2. Rural Electrification through Service-based Solar Hybrid Mini-grids. The decree setting the conditions and modalities for autonomous rural electrification mini-grid projects (PERAN) was adopted by the Council of Ministers on July 26, 2019. The pre-qualification process for the recruitment of mini-grid operators was launched on August 30, 2019. The expected date for the contract award is end of February 2020. Component 3. Solar PV Hybridization of Isolated Thermal Mini-grids and Expansion of Access. This component finances the hybridization of 30 existing diesel powered mini-grids operated by the utility, NIGELEC. The RFP was launched on July 18, 2019. The award of contracts is expected by end December 2019.
