The review of the draft legal framework for hydro-meteorological services is underway. Consultations and capacity building for the development of a Disaster Recovery Framework (DRF) has started. Advisory services for operationalizing Lao PDR’s newly established State Accumulation Fund are being provided. (1) For the successful development of the hydromet law, it was agreed with the Department of Meteorology and Hydrology (DMH) will hold a technical meeting to integrate international experiences in the existing draft law and agree on the roadmap for completing the draft law before submitting it to the National Assembly for approval. (2) To ensure the timely delivery of the Disaster Recovery Framework, the workplan of the consultant has been adjusted to reflect the delay in contracting. It was agreed with the Ministry of Planning and Investment (MPI) to establish a technical working group with all concerned agencies to work with the consultant. (3) The World Bank will continue supporting the Ministry of Finance (MOF) in operationalizing the newly established State Accumulation Fund and preparing a disaster risk financing and insurance framework. Follow up discussions will be held to discuss the development of the State Accumulation Fund guidelines and capacity-building for managing the fund as well as the future development of disaster risk financing and insurance mechanisms. The contracting of technical assistance for all components has been completed (i) A draft legal hydromet framework was developed and is currently being presented for comments in workshops at national and provincial level. The Department of Hydrology and Meteorology is seeking to tentatively present the final draft law to the Naitonal Assembly by the end of the year. (ii) The consulting company to help the Government establish a Value for Money framework for post-disaster recovery has delivered the inception report. Final outputs are anticipated by June 2016. (iii) As part of the support to disaster risk financing and insurance in Lao PDR, a draft framework for the operationalization of the State Accumulation Fund was drafted.
