The achievements including: (i) increased grant utilization up to around 80 percent of allocated funds by the 33 supported polytechnics under the original credit; (ii) short course training for 13, 103 individuals under the 11th cycle is in progress while training for 13,182 participants under the 10th cycle has been completed, totaling to 90,846 individuals (of whom, 27 percent females) trained till date; (iii) signed the teacher training partnership agreement for BMET institutions with China on November 17, 2016; (iv) completed Recognition of Prior Learning (RPL) assessment of 5,344 candidates under the AF, leading to a total of 14,972 assessees (21.4% females) under the project till date; (v) 210 polytechnic teachers trained from Nanyang Polytechnic International, Singapore (NYPi) under the second phase of the program, totaling to 630 teachers trained under the partnership till date; (vi) 4,321 Technical Vocational Education and Training (TVET) teachers and staff trained at various national level institutions; and (vii) MIS has been developed for DTE, BTEB and BMET in consultation with Access to Information. During the mission, the project signed performance contracts with 11 private polytechnics[1] on February 14, 2017 and 8 private short course institutions on February 15, 2017 under the AF. However, the slow movement of some key activities has reduced the implementation momentum, including: (a) delay in the signing of performance contracts with the newly selected private institutions under the AF; (ii) delay in stipend disbursement for new student cohorts for AY 2016-17 and (iii) no disbursement from the Designated Account (DA) over the past seven months but around US$ 3 million was documented. Additionally, the selection of remaining 10 short course training institutions under the AF is yet to be completed. The completion of these activities were affected mainly from delays faced by the project in receiving administrative clearances.
