EQUIP II has three Project components; (i) School Grants; (ii) Teacher and Principal Training and Education; and (iii) Project Management, Monitoring and Evaluation. The project closed on December 31, 2017 with an approximately US$ 15 million undisbursed amount and US$ 25 million remaining in the designated account. The project was restructured in 2015 to better align the results framework with the project scope. It was also extended multiple times in the past without additional financing to allow for the completion of works. PDO achievement The assessment of PDO achievement is broken into two parts, access and quality. All PDO indicators have seen positive trends compared to baseline. Quality as measured by the establishment of a system of learning assessment has been achieved. Student completion, a proxy for quality, has reached on average its target. On the access part, enrollment has substantially increased but with faster growth among boys and exceeding the project target. Girls’ enrollment has substantially increased although the doubling of enrollment was not reached; and therefore, girl to boy ratio still represents a challenge especially for the lower grades. More efforts to bring girls into school and keep them for the entire duration of their schooling will be a key priority under the forthcoming EQRA project (follow-on to this project). The number of project beneficiaries has almost been met. Therefore, progress towards achieving the PDO covering the entire duration of the project is rated as Moderately Satisfactory. Progress and challenges by component: Component I: School Grants Sub-component 1: Quality Enhancement Grants (QEG): The project stopped the distribution of QEGs in 2014. The objective of this sub-component was to develop linkages between schools, communities, and local governments while supporting and empowering schools and communities as local education managers. A total of 16,588 (5045 under EQUIP I and 11,543 under EQUIP II) schools benefited from quality enhancement grants. The grants were used to establish 8,466 libraries, 5,732 laboratories, purchase 6,275 computers and other essential materials across these schools. Sub-component 2: Infrastructure Enhancement Grants: Despite high level of fragility and inaccessibility due to insecurity, EQUIP II was able to construct schools throughout the country to cater for a large number of boys and girls. As of December 24, 2017, against the reduced target of 1,758 schools (reduced from 1,819 schools), the number of fully completed schools including all the necessary components stood at 1,177 while the number of functional buildings stood at 1,602, leaving 156 school buildings incomplete. Out of 1,602 functional school building, 415 schools have incomplete items (such as desks and chairs, latrines, GI roofing, water well etc.) which is to be provided by the government of Afghanistan. Sub-component 3: Social Mobilization and Awareness: Through this sub-component, the Ministry of Education was able to organize public awareness gatherings, ensuring community contribution to the education sector, train and establish School Management Shuras, reopen closed schools and collaboration with CCAP. Since January 2017, the directorate has been able to conduct 58 public awareness gatherings, collect US$ 3 million worth of community contribution in the form of land, labor, classroom maintenance and reopen 78 closed schools providing learning opportunities for 13,336 students out of whom 38% are female. In total 258 schools, have been reopened through the activities of this directorate since its establishment in August 2014. Component II: Teacher and Principal Training and Evaluation Component II achieved its initial targets and new targets were set for during the extension period of the project. For the extension period, component II’s targets were to providing training of INSET 6 (inservice training program) for 73,000 and complete the teacher mapping exercise, which collected information on specification of all in-service teachers. Both activities have been completed and training of INSET-6 was provided 8,4831 teachers. Overall, more than 115,000 in-service teachers have graduated from the teacher training colleges. The number far exceeds the original target of 30,000 by the end of 2017. Component III: Education Management: The component focused on the following during the extension period: Establishing Web-based GIS Atlas: The development of an on-line education atlas of schools in Afghanistan is completed. The atlas will help in presenting key education statistics and indicators on on-line maps which can be used for gathering national and sub-national level school level information. Enhancement & Integration of MoE/Payroll-MIS System: This activity has also been completed and the final report along with the application has been delivered to the MoE. The MoE is requested to prepare a timeline for the deployment of this application. Data Collection and verification: The data collection for 1396 (2017) is completed and the clearing process has initiated. The 1396 data set will be ready by the end of October 2017. Similarly, the sampling process for the 5% data verification has been completed. Learning Assessment: Data collection and survey for Grade 3 from 179 schools in 15 provinces and 5,262 students has been completed. The final report has been shared with the MoE for their review and comments.
