The project management team was established in January 2019. .An International Consultant who is advising on the ways to improve the legal and regulatory framework for cash planning and allocation, has been on board since June 2019. The required functionalities of the cash management ICT module that will support the cash planning and allocation process has been defined, and the ICT team has prepared the technical requirements for the customization of the Free Balance cash management module. The procurement process for the customized free balance cash management system is about to be completed. However, the implementation will require an extension of the grant’s closing date. The client has requested to extend the closing date of the trust fund and project from December 31, 2019 until February 28, 2020. The extension of the project will provide sufficient time to deliver quality results for such an important and demand-driven support to the Kosovo Treasury. In addition, the client has requested to increase the financing percentage of the second category from 50% to 100%, linked to the ICT module, due to a lower cost estimate of the respective activity following the definition of the required customization and changes. The Public Financial Management is recognized as an enabling factor to preserve fiscal discipline and promote efficiency and prioritization of public spending, which is one of the objectives under the ongoing Kosovo Country Partnership Framework 2017 -2021. Within this objective, the current activity supports the Kosovo Government in strengthening capacity and streamlining the process of cash planning and allocations management.
