The development objectives are expected to be achieved by : (i) integrating climate and disaster risk management into strategic national and sectoral planning and development policies; (ii) improving the consideration of disaster and climate resilience in the implementation of public infrastructure; (iii) enhancing the human and institutional capacity through training at national, provincial, district, and community level in the design and implementation of resilient infrastructure; and (iv) implementing strategic structural and non-structural measures to enhance resilience in key growth sectors in two high-risk provinces. Under the Technical Assistance (TA) components of the project, which aims to strengthen the institutional authority and implementation capacity in mainstreaming disaster risk management, sectoral risk assessments were completed for three critical sectors (transport, irrigation, urban planning), and guidelines for mainstreaming disaster risk management into sectoral planning and budgeting processes were developed. Furthermore, training has been rolled out at national and local levels. To increase the sustainability of the TA outputs, a cooperation with the National University of Lao and vocational schools was started to develop training modules in these institutions. Five pilot projects will showcase the implementation of the guidelines through demonstration works in the road and irrigation sectors. The start of the projects is delayed. Yet, progress on these five pilots since the last mission in April 2014 includes the development of ground surveys, detailed designs and bidding documents. Bidding is underway and it is expected that the pilot contracts will be signed in December. An extension of the project is necessary to complete the pilot works, and the World Bank is expecting to receive the extension request letter from the Ministry of Finance in November 2014. To ensure that the provider of the grant, the Policy and Human Resources Development (PHRD) administration, will approve a project extension, the bidding procedures for the pilots have to be accelerated. • Institutionalization of Project Outputs: It was agreed that a high level steering committee with the ministries involved in the project will be organized to determine how the developed guidelines on mainstreaming resilience can be officially adopted into the Government’s working procedures and policy instruments, including the 8th National Socio- Economic Development Plan (NSEDP).
