Aggregated figures for the number of Business Plans (BPs) and Territorial Development Plans (TDPs) funded by the Project in both phases, as well as targeted beneficiaries exceeded the original targets: (a) total of 1,292 Business Plans (BPs) were supported compared with the end-of-project (EOP) target of 1,174 BPs; (b) a total of 1,438 Territorial Development Plans (TDPs) were supported compared with the EOP target of 1,250 TDPs; (c) Beneficiary coverage reached 88,743 families exceeding the EOP target of 85,200; and (d) 82% of the BPs continue to remain operational two years after commissioning. For Aliados I, the Project Development Objective (P)DO targets were substantially achieved as follows: (a) the incremental value of production of participating rural families was of 40%, compared with the 20% EOP target; and (b) the value of principal assets of 75% of the participating rural families (including BPs and TDPs) increased by 24% compared to the EOP target of 30%. For Aliados II (the subject of this ISR): (a) in the case of BPs, the volume of sales increased over baseline by 41% compared with the 20% target; and (b) in case of TDPs, the value of assets for more than 75% of the beneficiaries has improved by 75% compared to the target of 30%; and (c) 90% of the sub-projects (both BPs and TDPs) demonstrated an index of objective achievement over 70% compared with the target of 80%. 6/27/2017 Page 2 of 9 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report PE Sierra Rural Development Project (P079165) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Moderate  Moderate Macroeconomic  --  Moderate  Moderate Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Low  Low Institutional Capacity for Implementation and Sustainability  --  Substantial  Substantial Fiduciary  --  Moderate  Moderate Environment and Social  --  Moderate  Moderate Stakeholders  --  Moderate  Moderate Other  --  Moderate  Moderate Overall  --  Moderate  Moderate Results Project Development Objective Indicators PHINDPDOTBL  Increase in net volume of sales of families participating in Rural Business subprojects (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 39.00 41.00 20.00 Date 31-Dec-2013 24-Mar-2017 21-Jun-2017 30-Jun-2017 Comments Aggregate baseline: 678 kg/year per product. Aggregated end of project value achieved: 956 kg/year per product The indicator is reported for the totality of the Business Plans financed by Aliados II (795 plans). Data of volume and value of sales was collected for each subproject/BPS for the initial and final situation (without and with project situation). The volume of production for each subproject was converted to a standard volume measure to calculate the aggregate percentage increase in sales volume. Aggregated end of project value achieved: S/. 1603 The indicator is reported for the totality of the Territorial Development Plans financed by Aliados II (563 plans). The indicator was calculated considering the information collected from each subproject in an initial situation (baseline) and a final situation (situation with project) with respect to productive assets directly linked to the territorial development plan financed by ALIADOS. That is, the valuation of the assets was limited to the family assets needed to develop the project financing activity. It should be noted that in the ALIADOS II baseline study, the productive assets of the whole family unit were valued for the purposes of the project's evaluation. PHINDPDOTBL  At EOP, at least 80 percent of subprojects have an index value of objectives achievement over 70 percent (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 91.00 90.00 80.00 Date 31-Dec-2013 24-Mar-2017 21-Jun-2017 30-Jun-2017 Comments The indicator is calculated via the application of a qualitative compliance survey to all subprojects financed by the project (1358), considering the following compliance criteria: (i) degree of participation of beneficiary families; ((ii) effectiveness of technical assistance providers; (iii) perspectives of own contracting of technical assistance services; (iv) perception of the increase in assets; (v) improvement of managerial and gender capacities. For each category, a rating is then added to establish whether the business has met its objectives in a four-rating scale from very successfully to unsuccessfully. The indicator reports the percentage of Plans laying on the categories of successful and very successful..
