Three contracts for the Kombolcha-Bati-Mille (two contracts) and Mizan-Dima roads were awarded in September 2013. The contractors are working on site and progress on the two Kombolcha-Bati-Mille contracts has improved, with some asphalt works underway. Progress on the Mizan-Dima road continues to be delayed. Work has started on two further contracts for the upgrading of the Ambo-Woliso and Konso-Yabello roads, and it is expected that the contract for the Debre Birhan - Ankober road will be awarded in the near future. In addition, the project will support ERA's modernisation programme through three technical assistance consultancy contracts: (i) Better Contract and Project Management Practice at ERA, focusing on the enhancement of contract management, project management and safeguards implementation capacity; (ii) Technical Audits and Quality Management, aimed at enhancing ERA’s capacity to undertake technical auditing of the design and delivery process, and (iii) Enhancing road asset management capacity. This will build on previous support for Output Based and Performance based Road Contracting (OPRC) for asset management, by providing Technical Assistance (TA) to develop and supervise an OPRC for road rehabilitation and maintenance on road networks totaling 650km. Support will also be provided to prepare design and feasibility reports of follow-on projects, including Environmental and Social Impact Assessments. 4/25/2016 Page 2 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Ethiopia-Transport Sector Project in Support of RSDP4 (P117731) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Moderate  Moderate Macroeconomic  --  Moderate  Moderate Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Moderate Fiduciary  --  Moderate  Moderate Environment and Social  --  Substantial  Substantial Stakeholders  --  Low  Low Other  --  Substantial  Substantial Overall  --  Moderate  Moderate Results Project Development Objective Indicators PHINDPDOTBL  Proportion of rural land area within 2km of an all-season road (Rural Access Index) (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 17.80 17.80 17.80 40.00 Date 30-Jun-2011 05-Jun-2015 25-Dec-2015 31-Dec-2018 PHINDPDOTBL  Direct project beneficiaries (Number, Core) Baseline Actual (Previous) Actual (Current) End Target 4/25/2016 Page 3 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Ethiopia-Transport Sector Project in Support of RSDP4 (P117731) Value 1943400.00 1943400.00 1943400.00 2325900.00 Date 01-Jan-2013 05-Jun-2015 05-Jun-2015 31-Dec-2018 PHINDPDOTBL  Female beneficiaries (Percentage, Core Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 50.00 50.00 50.00 50.00 PHINDPDOTBL  Travel Time of Heavy Goods Vehicle on Addis - Mille - Djibouti trade route (Days) (Days, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 6.00 6.00 6.00 5.00 Date 30-Jun-2011 05-Jun-2015 05-Jun-2015 31-Dec-2018 PHINDPDOTBL  Average travel time on subject roads at completion compared with pre-construction base-line (km/hr) (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 25 25 25 80 Date 30-Jun-2011 05-Jun-2015 05-Jun-2015 31-Dec-2018 Overall Comments The Bank is working with ERA to update the methodology for determination of the Rural Access Index.
