The project was declared effective on September 27, 2019, and all the start-up actions have been completed, except for the disbursement arrangements for the Administration of Water and Sanitation Infrastructure (Administração de Infraestruturas de Água e Saneamento, AIAS). The project implementation arrangements as per project appraisal have been fully established at both central and city levels. Key government staff seconded to the project are undergoing various training to familiarize themselves with World Bank requirements, including procurement and safeguards.
