IICA used a different methodology than the previous monitoring system. The IICA evaluation is based on a statistically representative sample covering the whole project population, including the indigenous strategy, and it is therefore more comprehensive than the previous estimate provided by project Comments: monitoring system. The estimate was adjusted for overall income increase in rural area during the project period so that the reported increase is consequence of project actions alone (this was done to compensate for the lack of a control group). 2/10/2020 Page 2 of 9 The World Bank Implementation Status & Results Report PY PRODERS Sustainable Agriculture & Rural Development (P088799) IN00776580 ►2. IICA used a different methodology than the previous monitoring system. The IICA evaluation is based on a statistically representative sample covering the whole project population, including the indigenous strategy, and it is therefore more comprehensive than the previous estimate provided by project monitoring system. The IICA methodology has several difference compared to the regular monitoring system. These are the main methodological difference: (i) IICA collected data from 185 focus groups 992 surveys based on a stratified sample. The survey presents sampling errors that are absent in RENABE (since it covers 100% Comments: of the beneficiaries), yet the IICA approach is more independent and can collect better quality data. Rural farmers with low literacy have difficulties to estimate their annual revenue, and the combination of different sources of data (both survey and focus groups) improves the quality of such estimates; (ii) the IICA estimate considered also the value of auto-consumption, which had not been accounted for in previous estimates; and (iii) the IICA isolated project impact assuming that 21% of project beneficiaries would have been able to pass above the poverty line even without the project (rural poverty in Paraguay reduced by an average of 21% from 2009 to 2019). The latter compensated for the lack of control group. IN00776584 ►3.
