The emergency works in Fogo and Santiago have been completed. The progress on the road works in Santo Antao has been slow, following the delay of works, with only 49% physical completion (Nov 2019). The expected completion date is April 2020. Works on the Cidade Velha road is at 20% physical completion and is expected to be completed by May 2020. The Entre Picos de Reda road is at 15% physical completion and is expected to be completed by Sept. 2020. The Boa Entradinha road is at 7% physical completion and is expected to be completed by Sept. 2020. The Ribeira dos Picos road is at 1% physical completion and is expected to be completed by Sept. 2020. The Vila Nova Sintra/Nossa Senhora Do Monte road in Brava is expected to be completed by June 2020. Effective implementation of axle load control has still not taken place. The Government needs to adopt the corresponding law which needs to be followed by an information and awareness raising campaign for road users. This is an overdue dated covenant of the additional financing set for May 14, 2018 (6 months after effectiveness). Component 3. The draft law establishing a new highway code is ready and could be adopted once the electronic platform for the management of driving licenses becomes operational in the first half of 2020. The revised highway code will be a separate package to the law on axle load control (see above). Component 4. The project is financing a study to increase the efficacy and effectiveness of the Road Fund (FAMR). The additional financing stipulates under a dated covenant that the Government will approve the study's recommendations and ensure the FAMR adopts and implements them within 12 months of effectiveness (i.e. November 14, 2018). Despite the delay, progress has been made and the study is ongoing. Another study will assess the vulnerability of the road network to climate risks and propose an adaptation strategy to reduce these risks and enhance the resilience of the road network. Finally, through trust fund money, a study has been launched to undertake a similar analysis for the aviation and maritime sectors.
