No The World Bank JM Youth Employment in Digital and Animation Industries (P148013) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. PROJECT STATUS 1) The Youth Employment in Digital and Animation Project, comprises of a US$20 million loan and is currently scheduled to close on January 31, 2020. A level two restructuring was approved in January 2018 for project amendments related to institutional arrangement changes, addition and removal of selected activities, reallocation of funds and changes to the results framework. Since then, project implementation has improved with an increase in disbursement from 16% to 59% ($11.75m disbursed). The implementation progress was upgraded from Unsatisfactory to Moderately Satisfactory. Progress towards achievement of the PDO was upgraded from Moderately Unsatisfactory to Moderately Satisfactory. The PDO indicator measuring total number of unattached youths trained in document management and digitization of 4, 875 (50% women) was surpassed with 6,137 (64% women) trained at October 2019. The PDO indicator measuring the increase in participation in innovation competition was achieved with a 50% increase in the baseline. Nonetheless, additional time is required for the project to fully achieve the other PDO indicators and the intermediate indicators and to ensure the sustainability of the project activities. 2) Improvements are linked to the level 2 restructuring which have positively impacted youth employment in Jamaica. The PIU is operational, coordinators have been hired for relevant components and activities are being implemented in all components. The third instalment of the KingstOOn Animation Festival concreted the recognition of the festival in Jamaica and throughout the region. Five international animation productions have been outsourced to Jamaican companies, including the Listen Mi Caribbean studio which recently landed a deal to produce a live action short film to be aired as part of Sesame Street’s Season 50. The digitization and document management training and apprenticeship has improved the self-esteem and positive work ethics of the unattached youths with 4,025 placed (64% women) in the private and public sectors. Some youths obtained permanent employment after the apprenticeship period. Therefore, the project has contributed to the decrease in the youth unemployment rate1 to 20.2 per cent. Under the project, Science Technology and Innovation (STI) awareness has been improved by 115% due to the National Innovation Competition Awards and the Young Innovators Competition / National Science Fair. 3) A few key activities are pending implementation and there have been changes in the STI ecosystem that require an amendment and extension of the project. These activities include: a) Component 1: Skills and Capacity to Enhance Employability and Entrepreneurship – Implementation of the Apprenticeship Programme, the fourth installation of the KingstOOn Animation Festival, the acquisition of the computers and software package for educational institutions and the development of an Animation Policy Note and Strategic Plan for the Industry. b) Component 3: Digital and technical skills development for youth - The refurbishment of five community centers and the acquisition of the computers and furniture. The government has also requested reallocation of funds to provide document and digitization training for an additional 2,500 unattached youths given the positive impact and urgent need to stem the escalating crime, which is primarily committed by the 15-29 age group. c) Component 4: Support to Science, Technology and Innovation – The hosting of the National Science Fair and the Digital Jam event. 4) There are no overdue project audits and all audit reports have been satisfactory to the Bank. The project is not subject to suspension of disbursement. Financial management and procurement are both rated as Moderately Satisfactory. 1 Unemployment rate for youths aged 14 to 24 decreased by two percentage points to 20.2 per cent, relative to July 2018. RATIONALE FOR RESTRUCTURING 1) This restructuring will enable the project to fully achieve the PDO by providing additional time to complete on-going procurements and implement activities required to achieve the remaining indicators. The project continues to be aligned with the current FY14-19 Country Partnership Strategy, the PLR, and Government of Jamaica’s National Development Plan, which focus on enhancing growth, creating employment, and fostering public sector modernization. The project objectives and components continue to be relevant to the Government’s priority of improving skills, especially for youth, to attract higher-value investments and create meaningful jobs. The extension will not increase the overall cost of the project. A time bound Action Plan was developed to ensure that project implementation remains on track. Annex 1 contains the agreed actions for the remainder of the project and during the proposed extension period. It is projected that the next disbursements will be March 2020 (USD 4.63M) and final in January 2021 (USD 3.6M). The 18-month extension of the closing date is required to achieve all the indicators, complete key activities and build sustainability for youth employment in the animation and digital industries. II. DESCRIPTION OF PROPOSED CHANGES A. CHANGE IN PROJECT CLOSING DATE The closing date of the project will be extended from January 31, 2020 to July 30, 2021. This is the first extension of the closing date. The extension of the closing date was requested by the Government of Jamaica (GOJ) primarily to complete the procurement and implementation of key activities. B. CHANGES IN RESULTS FRAMEWORK The results framework will be revised to better align all outcome indicators with the PDO and follow the SMART criteria (specific, measurable, attainable, relevant, and time-bound). The project will still achieve the envisaged results in the remaining time period. The indicators will be presented in an order that shows the results chain of the Project. The main changes will include 3 new indicators, 4 indicators deleted, 2 indicators were not changed, and 10 indicators revised (changes to intermediate targets, end targets and end dates). C. CHANGES IN THE COMPONENT COSTS AND ACTIVITIES The component costs and activities will be changed because the Borrower requested reallocation of funds (USD 2.64 M). The details are in Section IV. DETAILED CHANGE(S) and include: a) Reallocate USD 2.01M from Component 1: Skills and Capacity to Enhance Employability and Entrepreneurship to Component 3: Digital and technical skills development for youth; and b) Reallocate USD0.63M from Component 4: Support to Science, Technology and Innovation and to (i) USD 0.14M to Component 3: Digital and technical skills development for youth, and (ii) USD 0.49M to Component 5: Project Management. The Changes in activities include: Component 1: Skills and Capacity to Enhance Employability and Entrepreneurship. The project will discontinue on-line global work training activities and reallocate the funds to other activities because the private sector is currently offering these training courses. The 3D Training programs will be redesigned to offer practical training and an Animation Studio Apprenticeship Programme to improve the technical skills of local animators. These changes will require the revision of Component 1 a. ii. in the legal agreement. Component 3: Digital and technical skills development for youth. The project will not implement the Technical assistance and advisory services through the hiring of consultants given that this activity is no longer required based on The World Bank JM Youth Employment in Digital and Animation Industries (P148013) the positive impact of the training and apprenticeship programme. Therefore, the description of Sub-component 1 – Training and Refurbishing / upgrading community and youth centers will be merged under Component 3 and Subcomponent 2 – Technical assistance and advisory services through the hiring of consultants will be deleted in the legal agreement. Component 4: Support to Science, Technology and Innovation. The project will not implement the (i) STI Policy Consultations because a decision was taken by GOJ to discontinue this activity, and (ii) the Ecosystem mapping and design of a G-APP for navigating support for businesses because these activities are being implemented by the Development Bank of Jamaica. The funds for these activities will be reallocated to other components. These changes will not affect the language in the legal agreement. Description of the reallocation by component is as follows: 1. Component 1: Skills and Capacity to Enhance Employability and Entrepreneurship (USD 7.04 M): This component will build the capacity and skills of Jamaican youths to improve their employability in the growing animation industry and in the global online labor market, and provide critical skills to young tech entrepreneurs to bring ideas to market. In particular, the following activities will be financed: a. Sub-Component 1 –Strengthening Animation Training. The specific activities include: i. Expanding the existing 2D Animation Training Program at selected vocational and tertiary educational institutions; and incorporate emerging fields including, inter alia, virtual reality, visual effects, and animation for software applications; [TO BE EXECUTED BY OPM] ii. Establishing a 3D Animation Training Programme and an Animation Studios Apprenticeship Programme and incorporate emerging fields including, inter alia, virtual reality, visual effects, and animation for software applications; [TO BE EXECUTED BY OPM] iii. Organizing competitions to identify the youth talent pool in the digital and animation fields; [TO BE EXECUTED BY OPM] iv. Facilitating youth from lower-income families, and vulnerable communities to participate in the training activities provided by the Project, including training programs to access global work information on-line. [TO BE EXECUTED BY OPM IN COLLABORATION WITH THE MINISTRY OF EDUCATION YOUTH AND INFORMATION] b. Sub-Component 2 - Enhancing the Animation Industry by collaborating with key stakeholders, especially Jamaica Promotions Corporation (JAMPRO) which is Jamaica’s national investment and export promotion agency, mandated to drive Jamaica's economic development through growth in investment and export. The activities include: i. Development of specific services to enhance the industry’s business capacity to improve the capacity of studios to secure co-production deals with established international studios; [TO BE EXECUTED BY JAMPRO] ii. Financing the participation of the animation studios and key stakeholders in international events and facilitating support for professional networking; [TO BE EXECUTED BY JAMPRO] and iii. Developing a policy note to enhance the framework and strategic plan for the animation industry to engage in a longer-term policy dialogue. [TO BE EXECUTED BY JAMPRO] A JAMPRO Coordinator and a Business Development Specialist (short term Consultant) will be recruited and located in JAMPRO to manage this sub-component and liaise with the PIU. The World Bank JM Youth Employment in Digital and Animation Industries (P148013) 2. Component 2: Establishment of Startup Jamaica (USD 0.28 M). Establishing Startup Jamaica, a technology hub, to host the Acceleration Program and other training initiatives for startup companies in partnership with private sector companies through: a. carrying out communication and outreach campaigns to target youth with business ideas to join the Acceleration Program; b. designing and providing in-depth technical and business training to selected youth, including hands-on service provider support and external speakers/faculty training; c. designing and implementing the Acceleration Program for tech startups; and d. recruiting relevant technical staff to manage the Acceleration Program and other training initiatives; all through provision of goods, works, consulting services, non-consulting services, Training Costs and Operating Costs. GOJ decided to reallocate the remaining balance as at September 26, 2017 to Component 3. Component 2 was kept to account for expenditures of approximately USD275K. The Development Bank of Jamaica (DBJ) will continue to facilitate public and private sector entities in the tech entrepreneurship ecosystem to foster further development, through its existing programs, no additional activity will be financed under the project and the indicators will be kept until the date of the restructuring but not reported after the restructuring. 3. Component 3: Digital and technical skills development for youth (USD 10.44 M). This component will support the document management and digitization cohort under the national Housing, Opportunity, Production and Employment (HOPE) Program to provide training and apprenticeship for "Not in Education, Employment, or Training" (NEET) youths between 18 and 24 years old to improve their employability skills. The activities include: a. Facilitating youths to participate in document management and digitization training and apprenticeship activities provided by the Project; [TO BE EXECUTED BY HEART TRUST / NTA] b. Financing the operationalization of youth and community centers as digital / tech centers, including renovation and provision of equipment and furniture. [TO BE EXECUTED BY OPM] A MOU will be signed with the HEART TRUST / NTA to ensure the smooth implementation of the activities and a Coordinator will be hired to lead the activities under Component 3. 4. Component 4: Support to Science, Technology and Innovation (USD 0.42M): This component will continue to focus on building the Science, Technology and Innovation (STI) framework in Jamaica through: a. Support for a digital market and job fair; [TO BE EXECUTED BY OPM]; b. Strengthening the existing young inventor/innovator competition in Jamaica, which aims to identify, produce and commercialize products and services; [TO BE EXECUTED BY OPM in collaboration with the Scientific Research Council (SRC)] and c. Strengthening of the national STI system led by the National Commission on Science and Technology (NCST), which aims to conduct stakeholder consultations for STI policy and National Innovation Competition Awards. [TO BE EXECUTED BY OPM in collaboration with the NCST] 5. Component 5. Project Administration (USD 1.82 M). This component will support program management through inter alia: (a) financing the carrying out the financial management and procurement requirements under the project; (b) financing the monitoring and evaluation of project activities; (c) providing equipment and training for the Project Implementation Unit (PIU); (d) hiring a dedicated management team that includes a Project Manager, Animation Specialist, FM Specialist and Procurement Specialist;( e) routine project audit and ( f) financing operating costs. CHANGES IN THE DISBURSEMENT ESTIMATES The disbursement estimates will be revised based on the details in the time bound Action Plan. Details are provided in the disbursement estimates section. E. CHANGES IN THE LEGAL CONVENANT Changes in the legal covenant include (i) revisions to the activities (ii) adoption of a revised Operational Manual and the signature of a new Memorandum of Understanding with Heart Trust/NTA before 31 March 2020 and (iii) Change in the Project closing date to July 30, 2021 . F. CHANGES IN IMPLEMENTATION SCHEDULE Changes in the implementation schedule will reflect the changes in the scope and amount per component as well as the disbursement estimates. The workplan will be adjusted for the existing activities to reflect the annual disbursement projections and a new implementation schedule. G. CHANGES IN ENVIRONMENTAL ANALYSIS AND SAFEGUARDS POLICIES TRIGGERED Changes in safeguards policies will trigger Environmental Assessment OP/BP 4.01, and the Pest Management OP 4.09, which are related to refurbishment of five community centers (painting, fixing of plumbing for washrooms, roof repairs, carpentry and woof work for windows, shutters and burglar proofing) to make spaces secure to install computers. The refurbishment of the community centers will follow the Community Driven Development (CDD) approach. The ISDS associated with the Restructuring paper details that the PIU has signed an MoU with the Jamaica Social Investment Fund (JSIF) for the latter to oversee the works at the 5 Community centers. The JSIF has extensive experience in rehabilitating community infrastructure using a CDD approach, has an ISO for its environmental practices and employs several Environmental Specialists. III.
