Has the Project Development Objective been changed since Board Approval of the Project Objective? No PHRPDODEL Components Name Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO  Satisfactory  Moderately Satisfactory Overall Implementation Progress (IP)  Satisfactory  Satisfactory Implementation Status and Key Decisions The implementation of the Community Driven Nutrition Improvement Project (CDNIP) was completed on August 31, 2018. The Project has contributed to significant improvement of nutrition practices targeted to children under the age of two and pregnant and lactating women in selected sucos and aldeias in Baucau and Viqueque Provinces. This is particularly related to feeding practices for children 6-23 months and consumption of iron rich foods by mothers of children under two years of age, while more efforts are needed to improve behaviors around exclusive breastfeeding and feeding sick children. 10/12/2018 Page 1 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Community Driven Nutrition Improvement (P145491) 10/12/2018 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Community Driven Nutrition Improvement (P145491) 10/12/2018 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Community Driven Nutrition Improvement (P145491) 10/12/2018 Page 4 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Community Driven Nutrition Improvement (P145491) Risks Overall Risk Rating Risk Category Rating at Approval Previous Rating Current Rating Overall  --  Moderate  Moderate Results Project Development Objective Indicators PHINDPDOTBL Proportion of children < 6 months of age who are exclusively breastfed (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 71.30 71.30 70.00 75.00 Date 31-Dec-2015 30-Dec-2016 15-Aug-2018 31-Aug-2018 Comments Although project target of 75% was not achieved, there is only a slight decline from baseline or 71.30% (baseline) and 70% (endline). Nationally, the decline of exclusive breastfeeding was from 62% in 2013 to 50% in 2016 (Timor Leste Demographic Health Survey). PHINDPDOTBL Proportion of children 6-23 months provided with all 3 minimum infant and young child feeding practices (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 3.10 3.10 18.00 3.25 Date 31-Dec-2015 30-Dec-2016 15-Aug-2018 31-Aug-2018 Comments The endline was 18% for those children who are breastfed (target 3.25%), and 1.7% for those who are not breastfed (target 0.5%), The increment was because of the Community Nutrition Facilitators were sufficiently trained on topics of maternal and infant nutrition (including the child feeding practices) and had given good advice on feeding practice of their actual local food. 10/12/2018 Page 5 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Community Driven Nutrition Improvement (P145491) PHINDPDOTBL Proportion of children under two years with diarrhea who are provided continued feeding along with ORS and/or increased fluids. (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 53.80 53.80 31.00 59.00 Date 31-Dec-2015 30-Dec-2016 15-Aug-2018 31-Aug-2018 Comments Feeding a sick child module was only delivered in February 2018 as it is the last module from the 13 modules in the CDNIP nutrition curriculum. The cause of the decline was due to a reduction in the proportion who provide continuous feeding during diarrhoea. Informal interviews indicate that feeding outside of fluids when children experience diarrhoea is a more difficult behavior change to address in communities and requires more time and messaging to be fully adapted by families, as many families believe that feeding more food will worsen the diarrhea. The households with established homestead protein production (specifically of beans) is lower than the target was mainly due to the water shortages in these area (particularly in Laga and Viqueque), which affected the harvesting of the beans, as it did not grow well. 10/12/2018 Page 8 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Community Driven Nutrition Improvement (P145491) PHINDIRITBL Number of Community Nutrition Facilitators trained by Community Nutrition Coordinators per annum (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 368.00 350.00 Date 25-Aug-2014 30-Dec-2016 15-Aug-2018 31-Aug-2018 PHINDIRITBL Number of Community Nutrition Facilitator Learning Sessions conducted by end of project (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 147.00 3,555.00 833.00 Date 25-Aug-2014 30-Dec-2016 15-Aug-2018 31-Aug-2018 PHINDIRITBL Percentage of mothers of children 0-23 months of age who report consuming iron-rich food in the previous 24 hours (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 15.40 15.40 62.00 20.00 Date 31-Dec-2015 30-Dec-2016 15-Aug-2018 31-Aug-2018 Overall Comments Data on Financial Performance Disbursements (by loan) Project Loan/Credit/TF Status Currency Original Revised Cancelled Disbursed Undisbursed Disbursed P145491 TF-17708 Closed USD 2.85 2.85 0.00 2.65 0.20 93% Key Dates (by loan) 10/12/2018 Page 9 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Community Driven Nutrition Improvement (P145491) Project Loan/Credit/TF Status Approval Date Signing Date Effectiveness Date Orig.
