Djibouti, Guinea and Burkina Faso as well as the Association of African Universities (AAU) have already signed their financing agreement. The World Bank team is working closely with Ghana and Senegal to ensure their financing agreements are also signed soon. The effectiveness conditions as indicated in the financing agreements for the countries and the AAU are as follows:  Countries: Burkina Faso, Djibouti, Ghana, Guinea, Senegal: 1. The Performance and Funding Agreements have been executed in form and substance satisfactory to the Association on behalf of the Recipient and the Higher Education Institutions. 2. The Project Regional Operations Manual has been endorsed by the Recipient in form and substance satisfactory to the Association. 3. (Only for Guinea) The Recipient has recruited a senior accountant with qualifications and terms of reference satisfactory to the Association  AAU: The Project Regional Operations Manual has been endorsed by the Recipient in form and substance satisfactory to the Association. All five countries are finalizing their draft Performance and Funding Agreements which will be signed between the participating centers and their respective governments. The Project Regional Operations Manual was drafted and shared with the Project Steering Committee for sharing with participating institutions for their comments.
