Some of the project successes shared by WWF with the Bank team during the mission included, among others: (i) women empowerment – women exposure to development activities have been traditionally limited in Sindh. However, the project led households’ heads to encourage their female members to participate in the various interventions organized by the project; (ii) indigo dye/processing – farmers have responded to process requirements according to their context, such as soil quality and water availability; (iii) participatory decision-making – CBOs, both registered and unregistered, have completely adopted a networking and participatory approach in decision-making. At the time of this ISM mission (July 2019), the WB was informed by WWF Pakistan that qualitative and quantitative investigations were ongoing (see Mission Note, Table 1). In early September 2019, after project closure, WWF Pakistan submitted its draft Project Completion Report (PCR) Comments: to the WB which states that a total number of 31,936 (fisher-folks 26,752 and farmers 5,184) was achieved by the project. This reporting of beneficiaries and underlining method to arrive at the number which was reported in the PCR will be duly verified by the WB's Implementation Completion and Results Report (ICRR). The Bank team reviewed the available project data reported by the project team (WWF) and concluded that IECLP has, of now, partially met the end- project target of 2 out of its 4 PDO indicators (see table 1. IECLP Status of achieved Progress by PDO Level Results Indicators). For PDO Indicator 1, the project activities have benefitted 6,942 households, of which 14% of the HHs were female beneficiaries (end-of-project estimated target of 5,550 households, of which 25% female); for PDO Indicator 3, some 3,248 client-days of training was provided by the 9/20/2019 Page 2 of 4 The World Bank Implementation Status & Results Report Indus Eco Region Community Livelihood Project (IECLP) (P146252) project (end-of-project estimated target of 790 days). While the project team has been collecting annual data on PDO indicators 1 and 3, they reported that qualitative and quantitative investigations are currently ongoing for PDO indicators 2 and 4. While PDO Indicator 2 measures the number of fisher-folks who have adopted improved management practices promoted by the project (end-of-project estimated target of 27,000 fisher-folk), PDO Indicator 4 measures the percentage increase in target beneficiaries’ household incomes (end-of-project estimated target of 15%). On PDO indicator 2, it was planned that 27,000 fisher-folks will adapt better management practices promoted by the project until the end of the project across all four sites.
