Under an Indian Ocean initiative supported by UNESCO (IOWave 18), in September 2018, DRDM successfully conducted a Regional Tsunami exercise to communications, to review their tsunami warning and emergency response Standard Operational Procedures and to promote emergency and community The advances in the development of the National Coastal Management Plan (CMP) to enhance the resilience of the coastal zone; and the development o Policy, which will support the use of risk information across sectors are very positive. Disasters are frightening for adults and can be equally, or even more, traumatic for children. With the appropriate support and guidance, children can develop the skills and resiliency needed to deal with, overcome and possibly even grow from traumatic experiences. The NIEMP outlines the general framework and Seychelles approach to Emergency Preparedness and Response (EP&R) and defines how the Integrated Emergency Management System works currently and how it can be enhanced. With the technical assistance of the WB, the DRDM team reviewed the structures, systems and protocols for the effective integration management of emergencies of different levels, and for management of multi- agency and multi-sectoral resources to deal with any emergency arising. In addition, a National Emergency Operations Center (NEOC) ToR was developed as well as National Activation Scale and Functional Command system and levels. During the June 6 workshop the first draft of the NIEMP was validated, including the emergency function matrix of Lead and Supporting MDAs, with DRDM and key stakeholders. Finally, national platform arrangements for integrated disaster risk reduction, planning and exercising, were developed to oversee matters and set direction as well as to coordinate delivery. Cabinet date for approval of the NIEM is tentatively scheduled for September 2019 and launching on October 2019. The improved sharing and use of spatial information has substantial potential to strengthen decision making, reduce costs, create jobs and incentivize public-private partnerships. The progress on the NSDI is being led by the Ministry for Habitat, Infrastructure and Land Transport. During the last Mission an Executive Briefing chaired by PS Lands, Fanette Albert was organized, and attended by 30 participants including representatives from key stakeholders including the PS of ICT, Chief Registrar, Cable and Wireless, SACOS (insurance), Meteorology, Local Government, Petro Seychelles and SFA. An Action Plan is being developed to implement the National Spatial Data Infrastructure. The recommended actions include measures to strengthen governance (including setting up of a high-level steering group), developing a spatial data policy, building human capacity, creating a simple citizen-focused web access to spatial data, and completing the data sharing policy. It also includes recommended priority projects that would support updating core spatial datasets using technology advances such as drones, enhance access to free satellite imagery and support efforts to create a national address database. The CMP outlines priority interventions in coastal infrastructure, ecosystem restoration and land planning to tackle erosion issues and secure a resilient coastline. The total investment amount for the 5-year period is estimated at US$15 million, which includes US$2.6 million for capacity development. The President and members of Cabinet confirmed the urgency of strategic coastal management and officially endorsed the Plan. Questions raised during the Cabinet meeting included the financing sources available for the proposed interventions; the availability of geospatial data and the capacity to use such geospatial datasets for risk-based land planning; and the possible link with measures to target rainfall-induced flooding.
