The PIU, led by the FNDS / MITADER, is fully operational at central and provincial (Cabo Delgado and Zambezia) levels. Component 1: Promoting Integrated Landscape Management - Community land delimitation is ongoing in the Zambezia province. An evaluation survey is being developed that will be applied in select delimited communities to assess the quality of the delimitation process and level of capacity of communities after having undergone the social preparation process. - The Multi-Stakeholder Landscape Forums in Zambezia and Cabo Delgado have just hired a full-time, dedicated Executive Secretary, and activities are expected to accelerate. Thematic groups have been meeting regularly in both provinces, although these should be further decentralized to take place in the districts, and communication and outreach should be strengthened to increase engagement of local stakeholders. 12/20/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Mozambique Forest Investment Project (P160033) - Rehabilitation of the SPGC office in Cabo Delgado is expected to be completed by March 2020. - 79 hectares were planted under the planted forest grant scheme in Zambezia and 851 hectares of agroforestry systems were established in CD and Zambezia. Beneficiaries have been identified for the 2019/2020 planting season and preparation is underway, and a significant additional number of hectares are expected to be covered. - Community-private sector partnerships (two in Zambezia) have been advancing, in preparation for the Sustenta Comunidade Matching Grant Scheme, a competitive scheme which will provide communities matching grants for the development of timber and non-timber forest product value chain development. - Sustainable charcoal production activities in Cabo Delgado are ongoing. The producer associations are in the process of being legalized, and the inventories and management plans for the concession areas have been conducted and drafted. The plans are expected to be submitted for approval this year. Component 2: Strengthening the Enabling Conditions for Sustainable Forest Management - National Land Use Plan. National public consultations have been concluded and the document is expected to be finalized by the end of the year. The Plan will be presented to the Council of Ministers of the new government early next year. - Law enforcement. The provincial delegations has been established in Zambézia and Cabo Delgado and have begun basic operations. The Forest Law Enforcement Strategy is close to finalization, and this needs to be approved and adopted to guide AQUA operations. Interagency coordination among AQUA and other law enforcement agencies is improving, but needs to be continuously and systematically strengthened. Effective management of and access to forest information is critical for intelligence and enforcement activities to take place effectively, so AQUA should ensure that their data and access needs are well integrated in the Forest Information System. - FAO activities on sustainable forest management are underway. The Forest Policy and National Forest Program are completed and have been submitted to the Council of Ministers for approval. A proposal for an alternative concessions system has been made, and this is being analyzed and consulted on in Zambezia and Cabo Delgado. The licensing module of the Forest Information System will be tested in the licensing process in 2020, while the other modules are under development. Capacity building materials are being developed and trainings for DINAF and the SPFs should begin in early 2020. Component 3: Project Coordination and Management - Safeguards. The GRM is operational. All service providers have been trained in the GRM and safeguards requirements. Awareness raising with local communities is ongoing, with dissemination of communications materials.
