There has been little or no progress in project activities since the last ISR from April 2018. Population Census Cartography: 11/13/2018 Page 1 of 6 The World Bank Implementation Status & Results Report DRC-Statistics Development Project (P150148) The Population Census Cartography represents 40 percent of the total budget of the project. The project has equipped the BCR to conduct the pilot mapping of the Population Census. Enterprise Census: All the technical documents needed for the Enterprise Census including the budget, methodological documents, procedural manuals and detailed activities plan have been prepared. In preparation for the launch of the Enterprises Census, a massive quantity of hardware equipment was purchased by the project and delivered to the INS headquarters Finally, to accelerate the implementation of the Enterprise Census, it is necessary to set up a technical team responsible to conduct the activities. Moreover, key personnel for the Census including supervisors and encrypting agents are expected to be hired soon. Urban Poverty Survey: The digital mapping of Kinshasa has been completed and a dwelling sample frame of the city has been developed. From this sampling frame, the pilot survey on poverty in Kinshasa was conducted in November 2017. 300 tablets have been purchased for this purpose and the enumeration for the main data collection was completed in September 2018. Data collection is still in progress. Human resources and institutional development: Staff and policies: These activities aim to review and reformulate the existing INS human resource policies and the implementation of a staffing strategy. The INS has validated the critical action plan for the revitalization of the HR function. Drafts of statutes, rules and procedural manuals are available and are awaiting final validation. Support for the development of the National Statistics Schools: The activities will be implemented after the institutional review of the three statistics schools in Kinshasa, Lubumbashi and Goma. A multidisciplinary team has been hired by the project and the review is on progress. Training of new statisticians for the INS: For 13 consecutive years students failed to pass the competitive exams of the African Regional Statistical Schools namely Institut Sous‐régional de Statistique et d’Economie Appliquée (ISSEA), Institut de Formation et de Recherche Démographique (IFORD) and Ecole nationale de la statistique et de l’analyse économique (ENSAE). In 2016, with the support of the project, and in collaboration with a statistical center CAPESA (Centre d'Appui aux Écoles de Statistique Africaines), the INS prepared Congolese students to test for the exams. The Project is currently financing scholarships for 30 students in these schools. Rejuvenation of the INS staff: The project started supporting the rejuvenation process of the INS staff through the development of an “end of career framework”. Other HR activities: Management training has been launched and 20 human resource staff from INS's different departments will be trained for the coming weeks as part of the reform process.
