Amendment No. I to the Arrangement between the government of the Vnited Kingdom of Great Britain
and Northern Ireland, acting through the Department for International Development (DFID/ and the
International Bank for Reconstruction and Development and the International Development
Association regarding the Zambia Multi Donor Trust Fund for the Public Financial Management
Reform Program (No. TF072158)
1.    Reference is made to the Administration Arrangement between the Government of the United
Kingdom of Great Britain and Northern Ireland, acting through the Department for International
Development (DFID) (the "Donor") and the International Bank for Reconstruction and Development and
the International Development Association (collectively, the "Bank"), regarding the Zambia Multi Donor
Trust Fund for the Public Financial Management Reform Program. Trust Fund No. TF072158 (the "Trust
Fund") effective as of March 10, 2014 (the "Administration Arrangement").
2.    The Donor and the Bank agree to the following amendments to the Administration Arrangement:
(a) Paragraph I of the letter is deleted and replaced with the following:
1. The International Bank for Reconstruction and Development and the International Development
Association (collectively. the "Bank") acknowledge that the Government of the United Kingdom of
Great Britain and Northern Ireland, acting through the Department for International Development
(DFID) (the "Donor". and together with the Bank, the '"Parties" and each a "Party"). accepts to provide
the sum of Pound Sterling eleven million and one hundred fifty thousand (1il,150,000)(the
"Contribution-) for the Zambia Multi Donor Trust Fund for the Public Financial Management Reform
Program Trust Fund. No. TF072158 (the "Trust Fund") in accordance with the terms of this
Administration Arrangement. Other donors are also expected to contribute to the Trust Fund on the
terms and conditions specified in the Annexes to this Administration Arrangement."
(b) The installments in paragraph 3 of the letter are revised as follows:
-(A) Promptly following countersignature- f 3.000,000
(B) By September 30. 2014 - f 2,000,000
(C) By April 30. 2015 - f 2,000.000
(D) By October 30, 2015- f 1.750,000
(E) By November 30, 2017- f 2400.000"
(c) Section 6.1 will be deleted and replaced with the following:
"6.1     It is expected that the funds deposited in the Trust Fund will be fully disbursed by
the Bank by June 30, 2019 (the "End Disbursement Date"). The Bank shall only disburse
finds deposited in the Trust Fund for the purposes of this Administration Agreement (other
than returns to Donors) after such date to the extent such date is changed in accordance with
amendments made to the Administration Agreement of all the Donors. Following the End
Disbursement Date, the Bank shall return any remaining balance of the Trust Fund to each
Donor in the Holding Currency in the manner specified in its respective Administration
Agreement on a pro rata basis with regard to the total funds deposited in the Trust Fund by
such Donor relative to the total funds deposited in the Trust Fund by all Donors, all calculated
as Holding Currency amounts."


3.     All other terms of the Administration Arrangement will remain the same.
4.     The Bank will disclose this Amendment in accordance with the Bank's Policy on Access to
Information. By entering into this Amendment, the Donor consents to such disclosure.
5.     Each of the Donor and the Bank represents, by confirming its acceptance below, that it is
authorized to enter into this Amendment and act in accordance with its provisions. The Donor and
the Bank are each requested to sign and date this Amendment. and upon possession by the Bank
of this fully signed Amendment, this Amendment will become into effect as of the date of the last
signature."
