The PDO indicators such as direct project beneficiaries (enrollment of students segregated by gender) and establishing systems of learning assessment, show positive trends; however, the increase in girls’ enrollment and the boy-girl ratio still remain below their target levels. Therefore, progress towards achieving the PDO is rated Moderately Satisfactory. The overall Implementation Progress is currently rated Moderately Unsatisfactory mainly due to the delay in the completion of civil works. A number of actions have been agreed on completion of civil works, including completion of 110 stopped schools and 415 incomplete schools. There is also progress on resolving Financial Management related issues, 4 out of the five steps required to refund the ineligible expenditures has been completed and the MoE teams is working on submitting the internal audit report and responses to the observations. Additionally, the Tracking Unit and Task Force has been reinstituted and meeting regularly to ensure completion of the civil works on time. The non-civil works activities are progressing well. The teacher training component, which is the largest component, continues to make steady progress. The training plan for the next phase will ensure that all teachers and administrators have received the complete set of training modules. TED (Teacher Education Directorate) has proposed a revision to the regional allowance scheme to align the program so that it attracts faculty to specific districts within specific provinces where the proportion of unqualified teachers is higher. TED promised to further develop the regional allowance proposal along with data and share it with the World Bank. Data Systems: An evaluation of the Education Management Information System (EMIS) interventions supported under EQUIP II is being carried out. A firm is being hired to administer a survey on the use of EMIS at the school level. A benchmarking exercise (SABER) is also being launched to allow for country comparisons and to provide recommendations to improve data collection, data and system management, and data use in decision making. Both, the evaluation and the SABER benchmarking exercise are critical given the continuous international attention to the MOE’s statistical information system. Staffing: The number of Technical Assistance (consultants) financed under the EQUIP project has been substantially reduced from approximately 1,500 to almost 734, which would facilitate the transition into CBR. All the current TAs are in line with the CBR/NTA salary scale.
