The mission rated the probability of achieving the project development objective as “Moderately Satisfactory”. Furthermore, the implementation progress was also rated “Moderately Satisfactory”. The overall RAMP-2 physical progress as of October 30, 2019 was 70 percent. All project funds have been fully committed in all the states. Osun, Niger and Adamawa are likely to complete project activities before project closing date of October 30, 2020. Enugu State is also working hard to complete its activities. The Bank team will continue to monitor the civil works and the institutional development components, which are the main activities remaining on the project. The security arrangement in the participating states is yielding positive results. All the participating states have appointed Project Security Coordinator (PSC) while the contractors have designated security focal persons. There is good synergy between security personnel on the project and other security agencies (Military, Police, Civil Defense etc) in the states. GBV prevention and response: The implementation of the Action Plan on retrofitting Gender Based Violence (GBV) into RAMP-2 is progressing well. Some of the actions that are either completed or ongoing include retrofitting GBV into EISA and ESMPs, GBV requirements included in bidding documents (Adamawa and Imo States), contractors’ workers sign GBV codes of conduct, GBV training conducted for workers and PIU staff and GBV sensitization for communities living along the project roads. Further to these accomplishments, all participating States would recruit GBV Technical Assistants (TA) to support the implementation of the Plan and NGOs to monitor GBV compliance on the project. In addition, Imo RAMP is to complete the recruitment of a consultant for GBV screening by January 2020.
