Our responsibility is to express opinion on these financial statements based on our audit. Scope We conducted our audit in accordance with the Auditing Standards promulgated by the Comptroller and Auditor General of India (CAG). Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. Our audit examines, on a test basis, evidence supporting the amounts and disclosures in the financial statement. It also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. Opinion in our opinion, the financial statements present fairly, in all material respects, the Source and Application of Funds of the Vocational Training Improvement Project for the year ended March 31, 2018 (1.4.2017 to 31.3.2018), in accordance with Government of India Accounting Standards. In addition, in our opinion, (a) with respect to SOEs, adequate supporting documentation has been maintained to support claims to the World Bank for reimbursement of expenditure incurred; and (b) except for ineligible expenditures as detailed in the audit observations, brought hereunder, expenditures are eligible for financing under the Loan/Credit Agreement (Cr.No.43 19 IN). This report is issued without prejudice to CAG's right to incorporate any further/detailed audit observation in the report of CAG of India for being laid before Parliament/State or UT Legislature. The following offices were visited for check of SOE of the Project: (i) O/o. the Director, National Skill Training Institute, Guindy, Chennai (ii) O/o. the Director, National Instructional Media Institute, Guindy, Chennai (A) National Skill Training Institute(NSTI) Out of total funds of Z NIL sanctioned during the year 2017-18, the expenditure incurred was TNIL upto 31.3.2018. No major audit findings were noticed. (B) National InstrucIonal Media Institute (NI M) Out of Unspent balance of the previous year Z9,62,24,056 and funds received for the year 2017-18, Z 14,17,804 (Bank interest), totalling Z9,76,41,860for the above project, expenditure ineuned was Z38, 44,972.
