Furthermore, it has increased its visibility through proactive participation in CAADP platforms, and increased awareness of AEAS’ importance for agricultural growth. The relevance of these findings was directly corroborated by the World Bank during its field visits to CF in Malawi, Kenya and Uganda. However, the World Bank team has concerns regarding the operationalization of the KMS, as AFAAS should be strengthening CF through knowledge sharing and knowledge management tools and skills. Despite recommendations on previous missions to further strengthen CF through investment in infrastructure, equipment, and training both at the AFAAS, sub-regional and CF levels, AFAAS has not adequately taken up this challenge. The last visit to AFAAS represented the Mid-Term Review (MTR). Accordingly, the World Bank team’s review focused on the relevance and achievability of the project development objectives (PDO) and on whether the project components, results framework, risks and the PDO require adjustment. The World Bank team supports restructuring in the following areas: revisions to PDO and intermediate level indicators, an increase in the grant amount and reallocation of funds between expenditure categories. The restructuring is expected to be processed by July 31, 2016. 6/23/2016 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report AFCC2/RI-African Forum for Agricultural Advisory Services Second Multi-Donor Trust Fund (P143367) 6/23/2016 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report AFCC2/RI-African Forum for Agricultural Advisory Services Second Multi-Donor Trust Fund (P143367) 6/23/2016 Page 4 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report AFCC2/RI-African Forum for Agricultural Advisory Services Second Multi-Donor Trust Fund (P143367) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Low  Low Macroeconomic  --  Low  Low Sector Strategies and Policies  --  Low  Low Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Moderate Fiduciary  --  Substantial  Substantial Environment and Social  --  Low  Low Stakeholders  --  Low  Low Other  --  --  -- Overall  --  Low  Low Results Project Development Objective Indicators PHINDPDOTBL  1.
