Newly accredited programs have been developed and there has been a steady enrollment to Masters and PhD program of ACEs. Regional students enrollment is also very close to the target. Since the last regional 9/1/2019 Page 1 of 9 The World Bank Implementation Status & Results Report Eastern and Southern Africa Higher Education Centers of Excellence (P151847) meeting in Kigali, the team has been conducting virtual meetings with all ACEs to understand their achievements and identify issues. These meetings helped the team recognize the achievement of ACEs and tailored the agenda of the following regional meeting to address those challenges. The number of MoU is also close to the target but faculty and PhD exchanges to promote research and teaching are low. There is a need for deepening the partnerships developed through these MoUs to be able to increase the number of research and teaching exchange since only 63 percent of the target value has been achieved for this indicator. This may also be affecting the number of joint publications, which has not met the target yet. The most recent regional meeting was held in Nairobi from May 13-14 followed by the regional steering committee meeting on May 15. Based on the inputs gained through the virtual meeting with all ACEs, the team focused on the capacity development of ACEs related to the project implementation process to facilitate the funding flow and smooth operation. The sessions included a funding disbursement process, grievance and redress mechanism, monitoring and evaluation, procurement, and incubation/innovation. As a part of the private sector partnership development, there was a call for proposal among ACEs to establish incubation centers and four of them were selected. The independent expert selection panel selected these 4 ACEs through desk review and visits. Selected ACEs received US$250,000 award for establishing incubation centers. It is expected to use this funding as a seed money to mobilize more funding and foster innovation and commercialization of research. Awarded centers include: (i) University of Rwanda’s African Centre of Excellence in Energy for Sustainable Development (ACEESD); (ii) Nelson Mandela African Institution of Science & Technology’s Collaborating Centre for Research, Evidence, Agricultural Advancement & Teaching Excellence & Sustainability (CREATES); (iii) Mbarara University of Science & Technology’s Pharm-Biotechnology & Traditional Medicine Centre (PHARMBIOTRAC); and (iv) Moi University’s Centre of Excellence in Phytochemicals Textiles and Renewable Energy (PTRE). In addition, the selection panel recommended Addis Ababa University’s Centre for Innovative Drug Development & Therapeutic Trials for Africa (CDT-Africa) as a non-funded incubation center due to quality of its proposal. During the Nairobi meeting, technical experts on innovation and incubation as well as Strathmore university from Nairobi presented on university-based innovation and incubation to provide some inputs on how to operate incubators effectively at selected centers. Yet, further hands-on support will be needed and the team is planning to provide continuous support. Preparation for Mid-Term Review (MTR): The mid-term review of the project is expected in fall 2019. The team will use the MTR to refine project design to hone in on the activities that are helping achieve project development objectives; remove others that are not demonstrating a clear link to achievement of objectives; clarify areas to ensure standardized treatment of all ACEs and that results are recognized in a uniform manner and importantly identify areas that need further support to deepen reforms and make the ACEs true Centers of Excellence. Next regional meeting will be a mid-term review in fall 2019. The team will plan to conduct MTR with each center and share and agree on the final actions during the next regional meeting. The team will encourage ACEs to leverage their current MoUs with partners more to facilitate student and faculty exchange. Among the indicators for the regional facilitation unit, which are component 2 and 3, the number of events to foster partnerships between ACEs and private sector is lower than the target and the number dropped compared to the previous period. The reason for this change is that up to the previous term, the event organized by some ACEs was also counted. However, this indicator counts the event organized by the RFU, thus, the number has changed. More strategic industry partnership development needs to be conducted along with the newly selected incubation centers. Moreover, only 6 ACEs have submitted beneficiary satisfaction data so far. Through the independent verifier, the team aims to collect this indicator more systematically and consistently.
