This signified a new arrangement to unblock the constraints to the implementation of long term credit support for the revitalization of the Oil Palm and Rubber sub components of the project. However, the outbreak of Ebola Virus disease in March and its spread throughout the country affected project implementation and delayed critical activities of the project. Most technical partners left the country and new planting of crops could not be carried out due to restriction of movements, quarantines and closure of borders and markets. Prior to the Ebola crisis in Liberia, the smallholder Tree Crop Revitalization project was gradually picking up and speeding up implementation. But the outbreak of the disease stalled most field activities and the technical partners left the country. Ebola virus disease hinders the completion of identification and selection of targeted farmers and the GPS mapping of the project. This situation also disrupted the collaboration with farmers as a group, delayed the recruitment process of concessionaires who are the foundation for the success of the project. Most agreements reached with the Concessionaires and technical partners could not be honoured due to mandatory restrictions by governments and immediate reaction of farmers in various communities to the EVD. Notwithstanding, some activities planned were carried out. The cocoa/Coffee operator hired in February, 2014 was able to identify and work with key experts. Three counties (Bong, Nimba, and Grand Gedeh Counties) were identified and field offices setup for operation. GPS training was conducted for operator’s staffs, key institution stakeholders and some County Agriculture staff for the mapping of farms. Also, cooperative training was also conducted for stakeholders so that coops could be re-formed or established for the value chain operation of the project. But the Ebola Virus Disease (EVD) has disrupted the rollout process. The Operator is currently concluding sites and farmers selection in Bong, Nimba, and Grand Gedeh Counties. Under the oil palm sub- component, extensive consultations were also held with EPO-LIBINCO regarding the project in terms of the TOR, Technical and Financial proposals for its engagement. EPO-LIBINCO has identified a sub-project manager to work with the Project Coordination Unit (PCU) to further review the Terms of Reference (TOR), prepare the Technical and Financial proposals and help identify farmers and sites for the Out-growers scheme in Grand Bassa County. Implementation of the component using the Long Term Credit facilities is being worked out. Under the Rubber sub-component, series of discussions were made on the TOR, Technical and Financial proposals and farmers’ sites identification. The operator, MARCO/MRI has identified sub-project management staff. The draft management contract has been prepared and is currently being reviewed by MARCO/MRI Management With regards to the Strategic planning/coordination and management component of the project, two implementing arms (PCU and PSC) were set up at the PMU/MOA Fendell office in support of the project. The Project Steering Committee (PSC) and the Project Coordination unit (PCU) were set up to prepare the Annual Work Plan and Budget for 2014/15 and develop post Ebola fast tracking of project implementation . The services of EGIS International was contracted to set up a M&E design system, incorporating GIS and as well as conduct Baseline and Thematic Studies for the project (STCRSP). The PCU is closely monitoring the Cocoa/Coffee Operator on the implementation of the Cocoa/Coffee revitalization in target counties (Bong, Nimba, and Grand Gedeh). The Long term credit arrangements were finalized with the cooperation of the Ministry of Finance and Ministry of Agriculture. The collaborating Banks at the commencement of the scheme will be LBDI and Afriland First Bank. The project plans to expand the scope of the scheme to other banks as PFIs and other farmers groups in other producing counties.
