The project has continued to show strong progress in the number of stipend recipients (KPI 3) as well as pass Page 1 of 5 The World Bank Report No: ISR12467 rate of students (KPI 1). The cumulative number of stipend recipients as of FY2013 is 68,826 against a target of 66,000 and the latest available pass rate of students from supported Diploma programs is 68% (AY2012). The employment rate (KPI 2) for short-term courses is currently reported as 33% but this does not include the self-employed workers and hence is expected to rise further. Public Disclosure Copy The overall implementation progress rating for the project is rated as 'Satisfactory'. The project has completed 3.5 years of implementation. After a slow start in the first year of implementation, the project has now made significant progress. The Project Implementation Unit (PIU) is in place with a full-time Project Director and 33 other staff. All training institutions as per the original project design – 30 polytechnics and 50 short-term training institutions -- were selected in FY 2012, and have been implementing their Institutional Development Plans (IDP). The implementation of the stipends program in 93 polytechnics is also on track. The selection of new institutions through additional financing from the Multi Donor Trust Fund (MDTF)– 3 private polytechnics offering Diploma programs and 10 short-term training institutions (5 public and 5 private) -- will be completed by January 2014. The Revised Development Project Proposal has been approved by the Executive Committee of National Economic Council on November 5, 2013. The Grant Agreement for additional financing and amendment to the Financing Agreement is expected to be signed and effective by November 30, 2013.
