Disbursement stands at 83 % to date, whereas almost 87% of resources have been committed or fully disbursed. It is important to highlight the following: Component 1: Business Environment, Investment Promotion and SME Support for identified value chains The Project has maintained its support to the implementation of the government’s ambitious Doing Business (DB) reforms agenda. Up to 4 reforms have been accepted by Doing Business for 2019 report. The component is almost fully disbursed. 6/26/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Niger - Competitiveness & Growth Support (P127204) Under the Business Plan Competition/Matching Grant Program 64 out of the 103 award winners have received additional financing needed to implement their Business Plan. Ongoing efforts will help the other mobilize the needed resources to initiate their activities. Component 2: Support to Selected Value Chains Component 2.1: On the extractive industry side (component 2.1), the local content component of the extractive industries has also gone up significantly and has already achieved the planned results, due in part to the new petroleum code, which includes a chapter on local content, and the active enforcement of the government thereof. A detailed action plan on how to further develop local content in both oil and gas and mining is currently under development. The renovations of the Mining laboratory, the cadaster and the geodata management center have been finalized. The delays the project was facing, with regards to the operationalizing of the new mineral laboratory, and the Modernization of the Mining cadaster, have largely been addressed, with the move of the CRGM directorate into the renovated laboratory building and the availability of their old offices for the cadaster. It is also encouraging to see that part of the technical staff for the laboratory is now in place. For the sustainability of the project it will be, however, crucial for the government to recruit the necessary additional staff for the laboratory, the cadaster and the SIGMINES, and identify training needs as soon as possible, so that the project can support the training. Niger is urged to speed up its re-application process for the EITI, in particular with regards to putting in place a new Multi-Stakeholder Group that represents industry, government and civil society. The inventory of artisanal mining sites is nearly finalized; and which will result in an action plan on the way forward to formalizing the sector. Component 2.2: The Government and the Bank have agreed to build a new slaughterhouse instead of rehabilitating the existing one. The change of approach would have limited if not no impact in terms of additional cost or time. The existing facility will be transformed into a marketplace for met products of the new slaughterhouse. Component 3: Policy Reforms, Infrastructure and Services to harness trade between Niger and Nigeria through the Kano, Katsina, Maradi (K2M) corridor. On component related to development of the corridor K2M: All market and connectivity infrastructures have been delivered. Management system for the infrastructure are being identified in a participatory manner with business association, local authorities. Due to the delays expected in the completion of the rehabilitation of Maradi slaughterhouse, additional time is needed to finalize all project activities. The Government and the Bank agreed on a 23 months project closing date extension to ensure that all remaining activities are effectively and properly completed. The new closing date is February 28, 2021.
