This is based on the fact that the August 2015 restructuring accommodated DepEd’s improved design for elementary school teacher training, which has the potential to strengthen the impact of this activity and contribute significantly to project objectives. In addition, a number of previously delayed activities and their associated DLIs for Period 1 (July 1, 2013-December 31, 2014) amounting to US$22 million were submitted for World Bank verification in December 2015: DLI 4 – Policy issuance on the utilization of Early Grade Reading and Mathematics Assessment Tools; DLI 5 – Policy issuance on the dissemination and utilization of linguistic maps adopted, and a linguistic map for one target region developed; DLI 7 – Policy issuance on the use of school report cards adopted; and DLI 10 – Comprehensive review of a DepEd program serving target disadvantaged groups. In addition: (i) DepEd has developed and submitted for World Bank verification the full set of linguistic maps (DLI 5) for all LEAPS target regions in advance of the original project schedule; (ii) DepEd has completed a number of other activities associated with the project that are currently undergoing independent verification of their achievement; (iii) the independent DLI Verification Agent (DVA) was appointed in December 2015 and is expected to complete its first round of verification by June 2016; and (iv) the first round of the Early Grade Reading and Mathematics Assessment survey was conducted in target regions in August 2015 showing low achievements among grade 1 learners in the five chosen mother tongues. Despite significant progress, some activities are experiencing delays: (i) Adoption of the new school report card in all schools (DLI 7) because there were delays in issuing the new policy and guidelines on school improvement planning. However, training and orientation on the new school planning process has been delivered and it is expected that the new school report card will be adopted by all schools in October 2016 (school year 2016/17); and (ii) development of an information strategy for programs serving disadvantaged groups (DLI 9) continues to experience delays due to uncertainty over which department is responsible for its development and a lack of coordination within DepEd ; and (iii) reviews of DepEd programs serving disadvantaged groups (DLI 10) which was scheduled for submission by the end of 2015, because evaluations from DepEd’s partners have not been completed. Baseline and SY2014-15 data on PDO indicators have not been collected which limits the overall monitoring of the PDO. It also makes it impossible to assess whether targeted improvements between SY2014-15 and 2015-16 set out in the results framework have been met. However, since key activities under the project did not start before SY2015-16 it is likely that the contribution of project activities to PDO indicators will still be captured in full. Since no specific indicator was specified for mathematics, DepEd proposed the number discrimination sub-task indicator from the EGMA tool as the PDO indicator for mathematics. Linguistic diversity within regions suggest that the survey may not be representative of all learners in the target regions. The definition of disadvantaged learners does not correspond with the definition of disadvantaged groups under the project. For purposes of the survey, disadvantaged learners were defined as children attending schools that are classified as remote by DepEd’s school remoteness index.This definition does not cover all the disadvantaged groups identified in the project (i.e. indigenous people, persons with disabilities and children living in remote or difficult-to-access locations).
