Republic of Uganda Strengthening Social Risk Management and Gender-Based Violence Prevention and Response Project June 20, 2017 Chair Summary* The Executive Directors approved a credit to the Republic of Uganda in the amount of SDR 29.2 million (US$40 million equivalent) for the Strengthening Social Risk Management and Gender-Based Violence (GBV) Prevention and Response Project (IDA/R2017-0197). Directors welcomed the operation and its focus on addressing the drivers of GBV in a holistic manner by increasing the participation in prevention programs and the use of multi-sectoral response services for survivors in targeted districts. They commended the Government of Uganda for its efforts to strengthen the policy and legal framework to address GBV. They were encouraged to learn that the project will help operationalize the newly approved National Policy on the Elimination of GBV and that it will adapt and take to scale interventions with a proven track record of reducing GBV prevalence in Uganda. Directors applauded the project’s strong focus on impact evaluation to generate lessons, relevant for Uganda, the region and the world and the attention given to community outreach interventions. They underscored the importance of using the GBV Task Force report to inform the operation and encouraged Management to use lessons from this operation to inform the implementation of the WB’s Environmental and Social Framework. Executive Directors stressed the importance of education, capacity building and adopting a long- term, sustainable approach to GBV prevention and response. They urged consideration of impact-based results metrics. They highlighted that achieving effective behavior and attitude changes requires a sustained effort by the authorities in close partnership with grass-roots organizations and communities. __________________________________ *This summary is not an approved record.
