The last mission before project closing is scheduled for March 2019. Overall Implementation Performance and Progress towards achievement of the PDO continue to be rated Moderately Satisfactory: - Disbursements have reached 100% of the loan proceeds, out of which 84.12% of expenses have already been justified to the Bank. All remaining loan resources have been committed and contracted. 12/23/2018 Page 1 of 8 The World Bank Implementation Status & Results Report Ceara Rural Sustainable Development and Competitiveness (P121167) -A rating upgrade from MS to S for Component 2 – Water Services is being proposed, given that the corresponding PDO indicator for people benefitting from new rural water systems has already been met and is expected to be surpassed by 54% before the project closing date. Also, projections made during the mission indicated that the final target for the PDO indicator related to people having access to improved sanitation systems will also be reached. - The rating for Component 1 – Productive Economic Inclusion is being maintained as MS based on the borrower’s compliance with the agreed action plan for financed business plans, including: 100% maintenance of regularity of environmental licensing has been achieved; 81% of funds have been transferred to beneficiaries' accounts; 80% of the amount due to supplies has been paid; 80% of contracts have been completed (the missing ones are being contracted with counterpart funding); 100% of the business plans are under implementation, and the agreed sample of business plans are now under operation and on track to reach 200 plans by the project closing date. No outstanding fiduciary issues have been identified. Rations for both, Procurement and FM, are being maintained as MS.
