The Project was restructured (in March 2008), to make full use of cost-savings (of US$ 2.7 million) arising from exchange rate fluctuations and to support development of a framework and road map Page 1 of 7 The World Bank Report No: ISR9836 for administrative reform of Albania’s pension system. Additional Financing (AF) was added in September, 2009, to further support Government's efforts for improving the efficiency and effectiveness of pension system administration. In July, 2012, to ensure successful completion of the AF objectives, the World Bank approved a final 6 month extension of the loan closing date until March 30, 2013. Public Disclosure Copy The original Project was completed successfully, despite a slow start up of key Project activities, due to: (i) delayed adoption of the new legal and strategic framework in the social care services area, (ii) low capacity at local government level and, (iii) high staff turnover. The following main activities contributed to the achievement of Project objectives: (i) establishing of 43 daily care centers covering the main vulnerable groups (youth at risk, disabled, women and girls without support and elderly), (ii) supplying with furniture and equipment all residential care centers, significantly improving service quality, as per the new standards, (iii) transferring all residential care centers under direct responsibility of local government units, (iv) producing and implementing new standards of social care services, (v) preparation, approval and enforcement of the Law and National Strategy on social care services, (vi) establishing planning committees at regional level, (vii) capacity building at local level decision-making (training of 56 staff of local offices and more than 70 NGO staff, and (viii) training programs prepared and used for 170 staff of State Social Services both at central and local level, 540 professionals involved in service provision and more than 500 staff from the NGOs, directly involved in service delivery. Key AF activities included: (i) physical rehabilitation of the SII Archive building, (ii) supplying furniture and equipment for the Archive, (iii) purchasing the IT system for the SII central, regional offices and the archive, (iv) physical rehabilitation of eight selected regional SII offices, and (v) capacity building for pension policy development. Implementation of the AF activities suffered from serious delays, mainly related to lack of experience with implementing the World Bank's procurement procedures. Currently all AF activities are implemented, while the furniture and equipment for the digital social insurance archive are being successfully delivered.
