Disbursement is at 40% of the original grant and at 0% of the additional financing for an overall 19% disbursement rate for the entire project. The additional financing became effective on March 25, 2011. Page 1 of 5 The World Bank Report No: ISR3999 Significant progress has taken place in the following sub-components: (i) adjudication of the land parcel to construct the health center, a challenging task given the bureaucratic Public Disclosure Copy processes involved; (ii) advancement in community development activities, most notably professional training activities (100 beneficiaries of training courses and follow-up professional internships going on), literacy campaign (263 beneficiaries of the literacy campaign and post literacy activities planned), strengthening of community associations (78 beneficiaries), and sanitation campaign (408 persons object of individual sanitation marketing activities) and willingness to pay survey; (iii) cartography (equipment acquired, training in Dakar taken and cartographic activities under way); (iv) project dissemination (photographs of all sites taken, photographic follow-up of community development center available, and 26 minute TV program on the project aired in national television); and (v) environmental management (most recommendations of the September 2010 mission were followed up). The main problems and bottlenecks are the following: (i) the operation of the community center has improved compared to last mission but remains below expectations; (ii) the evaluations of the bidding processes for the construction of the roads and drainage and the community recreation centers yielded proposed costs that double the available budget; (iii) the cleaning of main drainage connectors has not been agreed with the water and sanitation agency; (iv) the process for no-objection of the request for proposals for Djibouti's new city plan has taken a long time even though this activity is a priority of the national government. The mission discussed with ADDS each of these problems in depth and agreed the following: (i) ADDS will work closely with the Ministry of Youth to address the existing problems in the community center (lack of leadership on the part of the administrator, lack of effective communication on the activities of the center, lack of a transparent process to select the administrator and management team); (ii) the Bank team has already sent detailed comments from the engineering and procurement points of view to revise the evaluations of the bidding processes for infrastructure construction and strongly advised ADDS to seek national government funding (which is part of the urban poverty reduction program) to cover the financing gap, in order to avoid an amendment of the project given its potential reduction in scope; (iii) the mission met with the water and sanitation agency and discussed the modalities of cooperation with ADDS to carry out the cleaning of the main drainage connectors; and (iv) the remaining procurement issues regarding the request for proposal of the Djibouti city plan were resolved during the mission and the no objection was issued right after the mission.
