As a result, 46 sub-projects were approved for implementation, with a total amount of US$14 million. Out of these, 15 sub-projects are already completed, 24 sub-projects are under implementation and 7 projects are in the tendering and launch stages. The current investments spanned municipal services infrastructure sub-projects (roads, sidewalks, storm water 9/5/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Jordan- Municipal Services and Social Resilience (P147689) drainage, etc.), social services and local economic development activities, in addition to introducing renewable energy and priority service equipment. The project introduced an Innovation Fund (IF), with an allocation of US$7 million, for which the 21 municipalities targeted under MSSRP in addition to the five Type A Municipalities or Governorate Centers were eligible. The activity was based on municipalities competing by submitting qualified proposals for the maximum amount of US$1 million which would be screened through technical evaluation criteria that demonstrate municipal innovation. Such criteria included activities that support the role of municipalities as enablers of local economic development, municipal services with innovative approaches to address service delivery challenges. These would include activities related to: i) renewable energy and energy conservation installments; ii) enhancing municipal performance and social accountability through partnership with local NGOs and private establishments; iii) generating a minimum of 30 percent labor content and can create permanent jobs, especially for women; and (iv) generating benefits predominantly for women, youth and other marginalized groups. Following the national launch workshop held in February 2019, 30 proposals were submitted by 25 municipalities at the initial concept stage. With the conclusion of a detailed evaluation process led by the Ministry of Local Administration (MoLA) and the Cities and Villages Development Bank (CVDB), 12 concept notes submitted by the following municipalities qualified for the full proposal stage: Greater Irbid and Greater Ramtha (a concept note submitted jointly for a joint Project), Greater Zarqa, Greater Karak, Greater Jarash, Za’atari w Manshiyeh, Al-Sarhan, Greater Ajloun, Greater Ma’an, Al-Rusaifah, Greater Madaba, Gharb Irbid, and Hosha. Supported extensively by the MoLA and CVDB, and with technical backstopping from the International Labor Organization, those municipalities are currently developing full proposals, operations and maintenance plans, and will receive further technical assistance to prepare feasibility studies and other technical, social, and environmental studies as deemed necessary to help them fulfill the final approval conditions. A series of stakeholder engagement activities and community consultations would also accompany the full proposal stage to ensure both Jordanians and Syrians in the shortlisted municipalities are empowered to contribute to the full development of the shortlisted concepts. The announcement of the winning proposals is expected in mid-October, 2019. The process of transferring the remainder of approved funds under MSSRP is underway. This reflects an addition of US$8.8 million to US$21.12 million already signed with the Government in December 2017. The original signed amount represented contributions from the UK Government, the Netherlands Government, and the first tranche from the commitments of the Government of Canada. The Grant Agreement amendment now includes the second and third (final) tranches from the Government of Canada as well as a contribution from the USAID. Upon process completion, Project funds will reach the total of US$30 million. The Government of the UK, through its Department for International Development, DFID, has further contributed an amount of GBP 2 million of additional funding, currently undergoing legal processing. The availability of this top up grant for the Project increases the envelope of the Innovation Fund from US$5 million to US$7 million. The indicator was introduced to measure labor content under the Innovation Fund sub-component, whose implementation requires achieving a minimum of 30% labor content. This explains the relatively low actual recorded for this reporting period. Innovation Fund implementation (construction) on the ground is anticipated in January, 2020. The Task Team is working closely with the PMU on revising the Project Monitoring and Evaluation Plan which includes more detailed and clear definitions of indicators, and an actionable plan for data collection. The end of Project target for Project direct beneficiaries may be revised following the upcoming submittal of KPIs updates based on more rigorous and accurate definition related to beneficiaries deriving direct benefits from the sub-projects, based on the types of sub-projects.
