Concrete outcomes realized by the project include: 1. upgraded court infrastructure with 8 courts being completed and other works ongoing in other stations to improve registry service facilities, provide solar and rain-fed water access. 2. citizen engagement continues to be enhanced through active court user committees (CUCs) supported by small grants that have been competitively disbursed to 80 CUCs to address local bottlenecks to justice delivery. 8/9/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Judicial Performance Improvement (P105269) 3. improving the timeliness of judicial services: e.g. a 75% reduction in cases older than 5 years since January 2017; 128% case clearance rate (the number of cases resolved divided by the number of cases filed) for FY2017-2018 indicating that the Judiciary is resolving many more cases than it is receiving; 800 cases have been filed via e-Filing; 2439 cases have been heard worth a total value of Kshs. 32.62 billion, and 582 matters worth a total of Kshs. 6.13 billion have been settled through Court Annexed Mediation Program (CAMP) with the average duration for settling matters through mediation being 66 days. 4. enhancing performance and quality of decision making-through, data on daily court station performance as well as the daily output of each judicial officer. Every action on every case is captured from the point of registration to resolution and enforcement. The Daily Court Returns Template (DCRT) quality (based on a percentage of filed cases captured) is now part of the annual judge performance evaluation; The bi-annual court user survey has been fielded with analysis expected by August; and data is being shared with the public (https://www.judiciary.go.ke/download/court-performance-march-31-2019/).
