These figures exclude some investments that have been physically completed but have not yet been financially review and confirmed; and final figures will be provided by the end of March 2020. The completed Bank loan disbursement accounted for 92.7 percent, which is compared to 91.87 percent at the last mission. The remaining balance of the Bank loan (US$ 7.3 million) will be fully disbursed by the end of May 2020. Component 1: Dam Construction – 100 percent of the construction of civil works of the dam have been completed and the dam construction passed check and acceptance on November 2, 2019. 100 percent of the installation of electro-mechanic equipment and 100 percent of the construction of the power station have been completed and both passed check acceptance on August 6, 2019. The reservoir impounding has been conducted in stages since early April 2019 and passed the safety check for the 56-meter water level in September 2019. The main dam and installed electro-mechanic equipment and power plant are conjunctively operational, are producing electricity, and are connected to the main grid. The eco-restoration activities at the reservoir site have been completed and have received the check and acceptance for environmental protection and soil/water conservation. The park at the reservoir is now open to the public. 2. Component 2: Flood Risk Management - 100 percent of the work for this component has been completed as planned, including four sub-items: (a) establishment and development of flood warning decision support system.; (b) preparation of master plan on flood risk management; (c) development of pilot for public awareness and engagement; and (d) construction of integrated flood management center and staff training. 100 percent of the construction of integrated flood management center has been completed with good quality and now is in use, and staff have been trained and are in place to run the flood risk management system. 3. Component 3: Resettlement – Since the last mission, progress has been made in resettlement implementation: (a) 100 percent of the relocation of railway lines has been completed and are now operational; (b) 100 percent of land acquisition has bene completed; 100 percent of household relocation contracts have been signed; (c) 100 percent of the new access road has been completed. Also, (d) 100 percent of the households have been properly resettled; and (e) 100 percent of the land resources allocation/re-allocation among groups has been completed, compared to 36 percent from the last mission. The town seat for resettled communities has also completed construction of infrastructure and public services (including sewage system, solid waste transfer station, schools, health clinic, bank, cultural center, and post office, etc.) The Provincial Poverty Reduction Department will conduct check and acceptance of the resettlement outcomes by December 30, 2019. 4. Component 4: Project Management – Under the Project, project management was substantially strengthened. Since the last mission, all project procurement has been completed. M&E has been ongoing, and final results will be presented by the end of March 2020. The integrated flood management system is currently operational and is being managed by the Municipal Water Affairs Bureau and used also by the PMO and the hydrological bureau. Training and capacity building on use of the flood risk management system has been substantial and is still underway.
