The project has 3 main components: i) civil works component which focusses on improving critical state highways through conventional item rate contracts and delivery of one road through a modern contracting method; ii) Road safety component which focusses on interventions to improve safety for vulnerable road users, and iii) road sector modernization which seeks to frame and steer engineering, financial and organizational measures to improve the long term management of roads and create a center of excellence within the road sector. The project rating for implementation progress and achievement of development objective have both been retained as Moderately Unsatisfactory as the project is progressing about 24 months behind schedule and the achievement of PDO could be significantly delayed.
