The phase 1 of the Second project has also been completed and the defects liability period of Page 1 of 8 The World Bank Report No: ISR13753 the final contract will be completed in February 2014. The phase 2 of the second project which consist of A002 and A003 were awarded on the July 7, 2013 and have been fully mobilized and achieved 2.5% physical progress. Since the laying of the water distribution lines is also within the scope of the contracts, the complexities in the urban sections as well as uncertainties encountered due to unknown under ground utilities is likely to cause delay of about 3 to 4 months beyond project closing date. Discussions are currently ongoing within GoSL regarding the extension of the project closing date. Public Disclosure Copy The road Maintenance Trust Fund is functioning and is channeling funds for road maintenance. The allocations and funds provided by the Government for road maintenance has far exceeded the covenants included in the project. The total number of maintenance contracts to be co-financed by GOSL and IDA consisting of 44 km at a cost of USD 20 million have already been awarded. The mission was however informed that an amount of SLRs. 187 (USD 1.4 mn) million remains unpaid from counterpart finance on account of co-financing contracts. This amount has now been fully paid. The Rural Roads component implemented by the Ministry of Local Government and Provincial Councils has also performed well and is completed. The inventory of rural roads, maps, prioritization of roads, investment plans created will assist the GOSL in its current preparation of the rural development program. The project has disbursed 77% of a total credit of USD 298 million and has remaining balance of USD 62 million to be disbursed and has consistently achieved the disbursement targets.
