... Exibir mais + Inclusive innovation is of high relevance for the Chinese authorities, but the concept is new to the Chinese government from both conceptual and policy perspective. So far China has emphasized frontier innovation, yet has recognized the importance of inclusive innovation in addressing increasing disparity between the rich and poor. In China many efforts are being made in the domain of inclusive innovation, but there is no clear strategy and implementation plan. This report aims to help build awareness and set the stage for the potential implementation and operationalization of inclusive innovation policy in China and possibly in other countries. This report is presented in four Chapters and an Executive Summary. Chapter I presents the concept of inclusive innovation and why it is relevant for China. Chapter II discusses the current landscape for inclusive innovation in China. Chapter III presents international experience and examples. Chapter IV outlines some policy options for consideration by the Chinese authorities.

... Exibir mais + Some lessons learned included: the rapid pace in which IT Industry evolves translates into constant changes of the set of skills firms demand. On the other hand, universities ability to agilely adapt curricula to IT industry needs is limited. In order to bridge this skill gap, entities such Mexico FIRST, in the form of broker entities that can easily adapt and update a large portfolio capacity building offerings, emerge as a solution. For maximizing impact and relevance of IT capacity building programs a main lessons emerged from the Project: a constantly updated curriculum to cater to latest industry needs is required. Another lesson connected to skills relates to Mexico FIRST’s dual scheme of incentives, with a focus on certifications given its higher impact for better access to markets. First, the scheme only funded beneficiary institutions when a minimum ratio of 80 percent of students certified over trained was achieved. This ensured vested interest in completion of certifications. Secondly, incentives focused on providing bonuses to capacity building institutions, rather than for individual students. Thus, monetary risk of failure was borne by capacity building facilitators, instead of beneficiaries. Capacity building institutions confirmed adequacy of the target ratio and comfortability with bearing this risk. Therefore, grants aiming skills development can be more effective when incentives for beneficiaries: (i) include a clear commitment of certifications over capacity building, and (ii) remove the potential threat of economic hardship a certain certification level is not achieved.

There has been a resurgence of traditional sectors such as agriculture and the extractive industries, and promising new sectors have emerged such as Information and Communications Technology (ICT); 2) African economies urgently need highly skilled technicians, engineers, medical workers, agricultural scientists and researchers to fuel these booming sectors.

Exibir mais + Barely 10 percent of jobs in these areas are currently filled by African science and engineering graduates; 3) Higher education, particularly in science and technology, holds the potential to be absolutely transformative for Africa, because it can equip young people with critical knowledge and skills that are in short supply on the continent; 4) Regional "centers of excellence" offer an optimal and cost-effective way to build and sustain excellence in higher education in Africa because they foster regional specialization, concentrate limited toplevel faculty, and generate knowledge spillovers; and 5) The Africa Centers of Excellence initiative, currently being prepared by the World Bank in collaboration with the Association of African Universities, is an innovative regional response to making higher education more relevant to development.

The key messages in this brief are as follows: 1) The direct link between Applied Sciences, Engineering and Technology (ASET) and economic growth is widely accepted. 2) Most countries in Sub-Saharan Africa have made rapid gains in child survival and progress from primary to secondary school; however, just 8 percent of university-age youth are in university, and only 1 percent will graduate in a science or engineering field. 3) This situation is now changing, with increased attention being paid to ASET by the African Union, NEPAD, UNESCO, and many others, and African research capacity is beginning to diversify in response to country demand. 4) African countries need to devise customized ASET strategies that can support national strategies for economic growth and respond to pressing challenges, as well as collaborate on regional initiatives and institutions.

The objective of the Climate Information System and Pilot Program for Climate Resilience Coordination Project in the Republic of Yemen is to improve the quality of hydro-meteorological and climate services provided to end-users.

Exibir mais + This objective will be achieved through improved forecasts resulting from improved observing networks, the introduction of new technologies, and access to higher resolution global weather and climate products. Service improvements will depend on training both the providers and users of services to be able to tailor information more effectively to users needs. The geographical focus will be countrywide. The project will have social and economic benefits by managing risk in weather-related disasters that disproportionately affect the poor and vulnerable populations through improving forecasting, early warning systems and the observed climatology of Yemen. The project consists of the following four components: 1) the first component aims to improve climate resilience in Yemen through institutional strengthening and capacity building by provisioning of weather, climate and water services that meet stakeholders needs by creating the conditions that ensure institutional, staffing and financial sustainability of the key providers; 2) the second component aims to upgrade and expand the observations networks for meteorology, agro-meteorology and hydrometeorology, ensuring that these networks are interoperable; 3) the third component provides for the implementation of a systematic upgrade of the weather, climate and water-related end-to-end services provided to all agencies, communities and individuals; 4) and the fourth component involves program management and knowledge sharing. This last component has three distinct subcomponentsoversight of the overall implementation; support for the program coordination unit; and knowledge sharing including public education and outreach.
