To Phase Down : A Renewed Approach to Coal Power in Developing Countries (English)

Previous failure to take climate risks seriously has increased global stranding risks. Failure to address the barriers that developing countries face in phasing down their young coal-fired power plants (CFPPs) will only lead to further delays. This report diagnoses the financial, economic, social, and political stalemate associated with phasing down. It then aims to identify strategies to clear a path toward a deliberate and just phase down of coal.
