Reading Ready Project : Improving Book Development, Book Access, and Book Use in Rwanda with a Results-Based Financing Approach (English)

The reading ready, co-implemented by the World Bank and Save the Children, was a two-year long initiative funded by the Results in Education for All Children (REACH) trust fund to support the children’s book industry in Rwanda. The project used a results-based financing (RBF) approach to make progress against the following top-level goals. The RBF approach for reading ready was geared towards forging a public-private partnership with the publishing sector, acknowledging the strengths and areas for improvement that rested in the book development and production stages of the book supply chain. Despite disruptions due to the Coronavirus disease 2019 (COVID-19) pandemic, reading ready successfully worked with REB to ensure these titles were of high quality and in line with official guidelines, and ultimately secured approval for distribution in Rwanda. Reading ready also incentivized pre-primary teachers and community libraries to increase children’s use of books by providing copies of books, information technology (IT) equipment, and training. Increased use among children was rewarded with recognition, further media devices for books, and further copies of books.
