This Indigenous Peoples Plan (IPP) identifies, and describes the Mikea population, living in, and around the forests located in Madagascar's south-west, as an indigenous group, socio, economic, and culturally different from all other ethnic, and tribal groups in the country, vulnerable, and unable to defend their own lands. It examines the origins, and social structure of the Mikea population, as well as the institutional structures of populations living in the surrounding of the Mikea forests, relationships with local and national groups, and the resources being utilized, including their sources of revenue and productive systems. Based on the country's legal framework concerning property rights, and specifically the Mikea traditional ways of life, and, on socioeconomic surveys, an analysis evaluates the impact of the project on each group, to develop a participatory process, and strategy, so as to reconcile the various alternatives to include all groups in sharing the project benefits. The IPP evaluates the existing institutional capacity to implement the strategy, setting a framework that favors the management of the Mikea natural heritage, through local community committees in protection of forest resources, as well as marine and coastal management, through technical and financial support; that favors the sustainable management of natural resources, and land and marine biodiversity; that foresees a collaborative management system, focused on protected areas - operational and regular management - strongly supported by the World Wide Fund for Nature within the context of the program for the conservation of forestry ecosystems in the country's south-west.
