Azerbaijan - Rural Investment Project : environmental management plan (English)

This is an environmental assessment for the Azerbaijan Rural Investment Project, which comprises micro projects that are likely to include rural roads, water supply, sewerage, electricity, small bridges, small irrigation systems, schools and kindergartens, health centers, community centers, markets, slaughterhouses, dairy plants, vegetable processing plants, etc. This report outlines mitigating measures to be adopted for possible impacts associated with each micro project. To prevent soil damage, protect non-construction and avoid work in sensitive areas during highly adverse conditions; provide temporary haul roads; strip topsoil, store, and replace after construction; and design drainage and other disposal facilities. To reduce impacts to land design slopes and retaining structures; and provide drainage to stabilize soil and replace vegetal cover. To avoid over-exploitation and contamination of water resources, determine sustainable use; plan use management with communities; provide suitable wastewater drainage and sanitary disposal of hazardous waste; mitigate run-off velocities and volumes; provide sedimentation ponds; and carefully control livestock, human waste, and spills. Control dust with water, ventilate internal areas, time works, regulate vehicle speeds to manage impacts to air quality. Reduce noise by timing works, using appropriate construction methods and equipment, careful siting, and noise barriers. Avoid disturbing natural habitats and rare species of faun and flora especially by designing pipelines and structures, selecting disposal areas, protecting sensitive areas, and ensuring compliance with minimum seasonal flow requirements. Reduce intrusions into the natural landscape by careful siting, replacing lost trees and revegetating work areas, and disposing of wastes. Health and safety hazards, particularly exposure to and diseases from medical wastes materials, contaminated water, and improper water treatment, will be addressed by incorporating environmental requirements into contract documents, scheduling work activities, involving communities, fencing hazardous areas, posting signs, and properly disposing of wastes. Special measures will be taken to protect historical/cultural sites from degradation.
