The objective of the Southern West Bank Solid Waste Management Project is to improve the municipal solid waste collection and disposal system in about 25 municipalities and surrounding local councils in the Southern West Bank. The project is: involuntary resettlement should be avoided where feasible, or minimized, exploring all viable alternative project designs. Some of the negative impacts and their mitigation measures include: loss of land property, loss of rental income: land for landfill, loss of mean household income due to closure of old regional landfill, and loss of animals. For compensating the scavenger households at the closure of the old landfill site compensation in monetary form may not be ideal. In these situations the principle of compensation in kind may be an attractive and cost-effective option and the one most likely to result in sustainable positive outcomes. These situations are: (a) engagement as refuse worker at the constructed waste transfer station or regional landfill; (b) engagement as employee in the closure of existing landfill sites; (c) participation in an agricultural production program. However, preferences needs of project affected persons (PAPs) need to be carefully assessed and considered during social assessment (SA) and consultation process; d) compensation on the basis of current market value of the land at time of verdict announcement; and e) compensation on basis of estimated costs of moving sheds, equipment, and animals from high to low risk zone if needed.
